About the Role:

Wheeling Housing Authority is looking for a dedicated and experienced Housing Manager to join our team in Wheeling, WV. In this vital role, you'll help ensure safe, affordable, and quality housing for residents in our community — making a real difference in people's lives every day.

Responsibilities:

Oversee day-to-day operations of public housing communities, ensuring compliance with HUD regulations and agency policies
Manage tenant relations, including lease enforcement, grievance procedures, and resident communications
Conduct unit inspections, move-ins, and move-outs in accordance with housing quality standards (HQS)
Coordinate maintenance requests and work orders with the maintenance team to ensure timely resolution
Process rental applications, certifications, and recertifications accurately and on schedule
Maintain accurate resident files, occupancy records, and housing databases

Requirements:

Prior experience in property management, public housing, or a related field preferred
Knowledge of HUD regulations, Fair Housing laws, and Section 8/public housing programs
Strong organizational and time management skills with attention to detail
Excellent written and verbal communication skills for resident and stakeholder interactions
Proficiency in housing management software and Microsoft Office Suite
Ability to handle sensitive situations with professionalism, empathy, and discretion
High school diploma or equivalent required; associate's or bachelor's degree in a related field a plus
