Full Job Description

GENERAL DESCRIPTION

Performs responsible and complex professional work in the development, implementation, maintenance, and management of the Red River Authority of Texas geographic information system (GIS) and digital mapping of Authority-owned water and wastewater utility infrastructure. Develops and maintains accurate spatial and tabular data for utility systems, including water and wastewater lines, valves, hydrants, meters, wells, tanks, treatment facilities, lift stations, manholes, easements, and other related infrastructure. Work involves researching and interpreting existing records, plans, drawings, field notes, and other source materials; conducting field investigations and collecting GPS/GNSS data; developing GIS layers and databases; verifying utility infrastructure; and establishing procedures and standards to ensure the accuracy, consistency, and integrity of GIS information. Provides technical expertise and recommendations regarding the development, organization, use, and maintenance of the Authority's GIS resources. Works closely with Utility Division personnel to locate, identify, verify, and document utility infrastructure throughout the Authority's service area. This is a one-year contract position. Work is performed under general supervision with considerable latitude for initiative and independent judgment in carrying out assigned duties and responsibilities.

ASSIGNED DUTIES

Develops, implements, and maintains the Authority's GIS for water and wastewater utility infrastructure and related assets.
Develops and maintains accurate GIS layers, databases, attribute information, mapping standards, and data structures for utility systems.
Researches and interprets maps, as-built drawings, plans, field notes, utility records, and other source information to develop and update GIS data.
Works with Utility Division personnel to locate, identify, verify, and document water and wastewater infrastructure in the field.
Operates GPS/GNSS equipment and other field data collection technology to obtain accurate geographic coordinates and utility information.
Develops and maintains digital maps of utility lines, valves, hydrants, meters, wells, tanks, treatment facilities, lift stations, manholes, and other related infrastructure.
Performs quality control and resolves discrepancies to ensure GIS data is accurate, complete, and consistent.
Prepares maps, exhibits, reports, and other GIS products to support operational, administrative, regulatory, planning, and management needs.
Develops and maintains procedures for GIS data collection, verification, entry, maintenance, and quality control.
Provides technical expertise, guidance, and training to Authority personnel regarding GIS, GPS/GNSS, mapping, and related applications.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of water and wastewater utility infrastructure and methods used to collect and maintain utility GIS data.
Knowledge of GIS, digital mapping, GPS/GNSS technology, computer-aided drafting, spatial databases, and related software applications.
Skill in developing and maintaining GIS data, maps, and databases; interpreting technical records; and verifying spatial and tabular data.
Ability to exercise independent judgment and apply technical expertise in developing and maintaining the Authority's GIS.
Ability to identify discrepancies, determine appropriate methods to correct, and maintain accurate GIS information.
Ability to communicate effectively and work cooperatively with other Authority staff.
Ability to organize and prioritize multiple projects and assignments and meet established deadlines.
Ability to work independently and perform field work under varying environmental and weather conditions.

EXPERIENCE AND EDUCATION

Bachelor's degree from an accredited college or university in Geographic Information Systems, Computer Science, Civil Engineering, Environmental Science, or a closely related field.
Three (3) years of progressively responsible experience in GIS, digital mapping, geospatial data management, or a closely related field, including experience with GIS software and GPS/GNSS data collection.
Experience developing and maintaining GIS systems for water, wastewater, utility, municipal, governmental, or other infrastructure-related organizations.
Experience working with water and wastewater utility records, as-built drawings, engineering plans, or related technical documents.
Experience with GIS database development, spatial analysis, field data collection, and integration of GIS information with other databases or software applications.
Equivalent combinations of education, training, and experience may be considered when demonstrated knowledge, skills, and abilities are sufficient to perform the essential functions of the position.

PHYSICAL REQUIREMENTS

Ability to stand, walk, climb ladders, bend, kneel, and work on uneven or rough terrain.
Ability to wear required personal protective equipment and safely perform assigned duties.

WORKING CONDITIONS

Work is performed indoors and outdoors in varying weather conditions.
Exposure to noise, traffic, chemicals, confined spaces, and other hazards typical of utility operations.

Pay: $60,000.00 - $75,000.00 per year
