Community Solutions Inc is seeking a Vice President of Data, Performance & Technology to join our leadership team, responsible for strengthening organizational effectiveness through the integration of data, quality systems, and technology, based in our Corporate Office in Windsor, CT. This is a senior leadership role responsible for driving organizational effectiveness by integrating data, quality systems, and technology. This role partners with leadership across programs and operations to strengthen outcomes, ensure compliance, and support data-informed decision-making across the organization.
This role drives performance, accountability, and continuous improvement across the organization by ensuring that leaders and teams have the insights, systems, and tools needed to deliver high-quality services, meet contract requirements, and achieve measurable outcomes.
Serves as a key strategic partner to program, finance, and executive leadership—translating data into actionable insights, aligning systems to operations, and building a culture of data-informed decision-making.
Community Solutions Inc. (CSI) is a nonprofit organization that promotes the responsible citizenship, accountability, and well-being of individuals and families involved, or at risk of involvement, in the child welfare, juvenile justice, or criminal justice system. Since CSIs founding in 1962, it has been a pioneer in community-based services. We have been delivering supervision, treatment, and comprehensive individualized services to help clients interact more effectively in their communities and become productive citizens. Using this plan, we built the first ever halfway house in New England which has now been replicated and grown to almost 50 programs in 9 states. CSI understands clients and staff have been impacted by trauma. CSI is becoming a trauma-informed organization by hiring individuals with existing experience in trauma-informed practices as well as supporting ongoing staff development with trauma-informed practices. This will include learning to recognize symptoms of trauma and how to respond, through training starting at orientation and throughout their career at CSI.
CSI is committed to systematically evaluating the integration of the trauma-informed values of safety, trustworthiness, choice, collaboration, and empowerment at all levels of the organization's policies, procedures, and structures to guard against the possibility of re-traumatization.
Schedule: 40 Hours / week
This position does have supervisory responsibilities.
The primary responsibilities for this position will be:
Lead the development and implementation of performance measurement frameworks across programs
Ensure clear, consistent tracking of program outcomes, contract metrics, and organizational goals
Partner with senior leadership to identify performance trends, risks, and opportunities
Oversee data collection, validation, analysis, and reporting across the organization
Develop dashboards and reporting tools that support real-time decision-making
Translate complex data into clear, actionable insights for diverse audiences
Quality Improvement & Compliance
Lead organization-wide quality improvement strategies and processes
Ensure alignment between program practices, policy expectations, and regulatory requirements
Strengthen systems for monitoring compliance, audit readiness, and continuous improvement
Technology & Information Systems
Provide strategic oversight of IT infrastructure, support services, and system security
Oversee enterprise systems (e.g., case management, LMS, HRIS, fundraising platforms, M365) to ensure alignment with operational needs
Drive system optimization, adoption, and continuous improvement in partnership with departments
Cross-Functional Leadership
Partner closely with Program, HR, Finance, and Growth leadership to align data, systems, and performance expectations
Support program leaders in using data to improve service delivery and staff performance
Lead and develop a multidisciplinary team including quality improvement, IT, and information systems staff
Build a culture of accountability, learning, and continuous improvements
Communicate clearly and effectively across all levels of the organization
Balance strategy and execution—able to move from vision to implementation
Demonstrate sound judgment in complex, cross-functional decision-making
Bachelor’s degree in a relevant field (e.g., data analytics, public administration, information systems, social services, or related field)
7–10+ years of progressively responsible leadership experience
Experience overseeing data, quality improvement, or technology functions in a complex organization
Strong ability to analyze data and translate insights into operational action
Experience leading cross-functional initiatives and teams
Experience in human services, behavioral health, justice, or nonprofit environments
Familiarity with contract compliance, licensing, and/or accreditation standards
Experience with enterprise systems (e.g., case management systems, HRIS, LMS, Power BI)
Advanced degree (MPA, MBA, MPH, or related field)
Two (2) weeks’ vacation accrued within the first year, bumped to three (3) weeks accrual after 1 year of service.

Sick time (7 days accrual basis), floating holiday time (4 days/year).
