Independent Power Producers of New York, Inc. (IPPNY), a member-based trade association of merchant power generators developing and operating in New York State, is seeking a full-time Director of Market Policy & Regulatory Affairs. This position is responsible for monitoring proceedings at the New York Independent System Operator (NYISO), the New York State Reliability Council (NYSRC), the New York Public Service Commission (PSC), and the Federal Energy Regulatory Commission (FERC. Additionally, this position leads IPPNY’s regulatory strategy and advocates on behalf of IPPNY membership concerning the development of complex regulatory policies related to the market design and rules affecting the wholesale electric power system in New York. The position is also responsible for identifying and communicating issues of importance to members, analyzing the implications of these issues, developing policy positions, and communicating how the proposed positions advance the interests of IPPNY’s diverse membership.
This position is in person, located in Albany, NY. Salary range is between $150,000 – $175,000. Competitive benefits package, including 401k and medical, dental, and vision plans.
Primary Duties and Accountabilities:
- Monitor, analyze and comprehend proceedings of the NYISO, NYSRC, NYPSC and FERC to identify opportunities and impacts to IPPNY membership and corresponding wholesale electricity industry.
- Communicate analysis findings (clearly, concisely, and timely) to IPPNY leadership and members.
- Comprehend IPPNY membership needs to identify NYISO market design reform opportunities.
- Solicit membership feedback on analysis and integrate feedback within external advocacy strategies.
- Advocate publicly and privately for preferred outcomes in response to regulatory issues.
- Develop, facilitate and provide leadership on regulatory advocacy projects and initiatives such as regulatory petitions, public comments, and written testimony.
- Develop and draft written position papers, member briefings, weekly newsletters, and legal/public policy filings.
- Reports to the President/CEO and regularly updates IPPNY’s Board of Directors.
Minimum Qualifications:
- Master’s (MS, MA, or MBA) or JD degree preferred.
- Bachelor’s degree (BA, BS) or equivalent education, training and experience.
- 5-10 years’ experience participating in policy development, implementation and/or legislative processes at the federal government, state, and regional levels.
- Demonstrated experience in facilitating group decision making and consensus building, and ability to communicate complex and technical concepts to diverse general audiences.
- Critical, logical thinking skills.
- Ability to create practical solutions to complex problems.
- Excellent written and verbal communication skills.
- Familiarity with environmental/energy issues and policy.
- Knowledge of competitive wholesale electricity market policy and/or design.
- Data development and analysis.
- Curiosity; Self-starter.
Pay: $150,000.00 - $175,000.00 per year
