Why does the job exist?

The Water Resources Professional position within the Agricultural Environmental Compliance Section of the Ground Water Quality Bureau exists to protect and restore New Mexico's groundwater resources for the benefit of all citizens. This position oversees groundwater discharge permitting as well as compliance and enforcement actions to ensure that citizens are provided with a sustainable supply of clean, uncontaminated water for drinking and other beneficial uses and is responsible for ensuring consistency and timely agency action regarding processing of discharge permit applications, and associated tasks. This majority of this position's permits are for facilities located near Clovis and Roswell, NM.
How does it get done?

The job is accomplished through a combination of office work and field work.

Office work includes:

Analytical review of historic and current technical reports related to groundwater permitting and closure.
Reviewing discharge permit applications and drafting permits
Inspecting facilities, overseeing corrective actions and abatement
Preparing testimony and serving as an expert for the New Mexico Environment Department (NMED) regarding water quality issues related to discharge permits administered under the New Mexico Water Quality Act and Water Quality Control Commission Regulations

The fieldwork is typically in a rural outdoor setting and in all types of weather conditions. Work includes:

Routine and compliance inspections
Sample collection

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

The working conditions are approximately 70% in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. The other 30% is in a field setting in predominately rural areas throughout the state. The position requires the ability to lift and carry 25 pounds and to walk on uneven ground surfaces in all types of weather conditions. This distribution will vary throughout the year and with the needs of the assigned tasks. Travel in-state and possibly out of state will be required, including overnight stays with occasional work outside of normal business hours.
