Development Program Lead
Position Summary: This position serves as an agency housing development specialist and will assist the corporation’s housing mission through program design and implementation, project management, and research and analysis.
Reports to: Housing Development Program Manager or Designee
OVERVIEW
The Development Program Lead I will develop, coordinate, and administer housing development grant programs. Programs managed by the Planning and Program Development Department primarily focus on expanding housing opportunities for low-to-moderate income Alaskans, seniors, the homeless, victims of domestic violence, and persons affected by disabilities. The Development Program Lead also manages research and analysis efforts to understand Alaska’s housing market and inform program decisions.
SUPERVISION RECEIVED AND EXERCISED: Exempt, non-supervisory position.
Examples of Duties
Program Management
The position will lead housing development programs that allocate federal, state, and local resources to facilitate the construction and preservation of safe, quality, affordable housing. Duties under this task include, and are not limited to:
- Develop applications for competitive funding rounds that comply with state and federal requirements. Lead outreach efforts to ensure potential applicants are aware of the programs. Provide technical assistance and training to applicants. The position may work with applicants and grantees from diverse cultural and economic backgrounds and/or with individuals with special needs from urban and rural settings. Reviewing submitted applications and making award recommendations to management.
- Building and maintaining relationships with funding partners and all appropriate groups that interface with the program.

Financial underwriting analysis of housing development proposals by reviewing revenue and expense projections, development costs, and debt capacity. Subsidy recommendations are based on underwriting results. Prepare and host presentations to the public explaining the program processes through public meetings or hearings. Presentations may be made to different cultural and economic groups and individuals with special needs in both rural and urban settings. The position may chair advisory groups established for planning or program development purposes.

Represent AHFC in meetings with state officials, other governmental agencies, and the public to discuss and design program activities.

Provide professional or technical assistance internally and to the public in planning and programmatic areas related to housing development.
- Write grant agreements, conduct federal environmental reviews, and provide technical assistance to grantees.
- Establish and improve administrative procedures for implementing the program, monitor the progress of grantees, and ensure compliance with the grant regulations.

Review grantee progress reports and authorize grant payments.

Report project data into various department and federal databases, manage program budgets, analyze program success, and develop and present technical reports.
Research and analysis
A Development Program Lead must understand Alaska’s housing market based on the best available data. By understanding market forces, the department is better able to structure programs to fulfill the unmet need. This position will lead housing-focused research efforts, analyze those data, and present results and trends. Duties under this task include, and are not limited to:

Lead existing research and data collection efforts.

Explore publicly available data and pursue additional data sources related to the housing market.
- Conduct statistical analysis and prepare technical reports to inform planning decisions and program development.
Program development
When new funding opportunities become available or market conditions change, housing development programs need to be created or substantially restructured. The Housing Development Program Lead leads this process. Duties under this task include, and are not limited to:

Identify funding opportunities that advance the mission of the corporation. Prepare and submit applications for those resources. Develop programs to allocate those resources.

Understand and interpret rules and regulations that govern the use of federal and state funding sources. Review and summarize Notices of Funding Opportunities (NOFOs) for which AHFC may wish to apply.
- The position may be assigned to other duties, as required.
Minimum Qualifications:
Bachelor's degree from an accredited college; non-exhaustive examples of pertinent degree fields include mathematics, statistics, finance, business administration, economics, public administration, or other related fields to the job function; AND four years of professional work experience in planning, policy, research, or real estate development related fields.
Substitution: graduate study in any of the degree fields noted previously, planning, applied research fields, or a related policy field may be substituted for planning experience work on a year-for-year basis for up to three years.
