The Director Compliance provides leadership, oversight, and direction for the development, implementation, maintenance, and continuous improvement of the Billings Clinic-Logan Health compliance program in accordance with applicable federal, state, and local laws and regulations. This position promotes organizational integrity and supports compliance by the Board of Directors/Trustees, leadership, providers, employees, and volunteers with the Code of Conduct and system policies and procedures.
In collaboration with the Chief Compliance Officer and Compliance Committees, this position is authorized to support implementation of actions necessary to achieve the goals of an effective compliance and privacy program across Billings Clinic-Logan Health through established committees, workgroups, auditing, monitoring, education, and risk mitigation activities.
Essential Job Functions
- In collaboration with the Chief Compliance Officer, oversees and monitors the effectiveness of the Billings Clinic-Logan Health compliance program to support adherence to the organization’s mission, vision, values, strategic priorities, Code of Conduct, and compliance standards.
- Ensures compliance policies, procedures, and program guidance remain current, aligned with regulatory requirements, and reflective of industry best practices.
- Builds and maintains effective working relationships across Billings Clinic-Logan Health to foster a culture of ethics, accountability, and compliance.
- Identifies potential compliance risk areas and partners with leaders to develop mitigation strategies, corrective action plans, and sustainable process improvements.
- Develops, implements, and oversees auditing and monitoring work plans based on compliance risk assessments, operational priorities, and regulatory requirements.
- Ensures compliance concerns are appropriately documented, reviewed, and communicated to the appropriate parties in a timely and confidential manner.
- Oversees follow-up related to reported concerns, including coordination of review, investigation, resolution, and reporting to enforcement or regulatory agencies as required.
- Monitors the implementation and effectiveness of mitigation plans and corrective actions to ensure sustained compliance improvement.
- Partners with the Chief Compliance Officer to develop and deliver compliance education and training that supports regulatory awareness and ethical decision-making across Billings Clinic-Logan Health.
- Participates in and supports the Conflict-of-Interest review process.
- Attends and, as delegated, co-chairs Compliance Committee meetings and related workgroups.
- Assists with the development of compliance risk assessments, annual work plans, and departmental goals and priorities.
- Oversees department operations, including budget planning, resource management, and supervision of assigned staff as delegated by the Chief Compliance Officer.
- Maintains current knowledge of applicable healthcare laws, regulations, and regulatory trends impacting compliance and privacy programs.
- Leads evaluation, selection, and implementation of technology and information systems that support Compliance Department operations, reporting, tracking, and program effectiveness.
- Promotes open communication, collaboration, and shared accountability in support of quality outcomes and organizational goals across Billings Clinic-Logan Health.
- Maintains competency in organizational, departmental, employee, patient, and environmental safety standards relevant to job performance.
- Supports and models behaviors consistent with Billings Clinic’s mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.
- Performs all other duties as assigned or as needed to meet the needs of the department/organization.
Minimum Qualifications
Education
- Minimum Bachelor’s degree in healthcare administration, business, law, nursing, public health, or a related field required.
- Master’s degree in a related field preferred.
Experience
- Minimum of five (5) years of progressively responsible compliance and/or privacy experience in a healthcare environment required.
- Minimum of five (5) years of leadership experience required.
- Experience developing, implementing, and supporting organization-wide compliance and privacy programs preferred.
Certifications and Licenses
- Must obtain at least one (1) of the following certifications within two (2) years of hire: Certified in Healthcare Compliance (CHC) Certified in Healthcare Privacy and Security (CHPS) Certified in Healthcare Privacy Compliance (CHPC) Certified Compliance & Ethics Professional (CCEP)
- Must possess a valid Montana or Wyoming driver’s license and be insurable under Billings Clinic-Logan Health’s vehicle insurance policy.
Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered. Employees that require a licensed or certification must be properly licensed/certified and the licensure/certification must be in good standing.
