Full Job Description

Facilities Manager (Full-Time- Onsite)

Help shape the spaces where people live, work, and thrive.

The Burlington Housing Authority is looking for a skilled and motivated Facilities Manager to lead maintenance operations and ensure our communities remain safe, functional, and well cared for.

In this key leadership role, you’ll oversee everything from daily maintenance operations to long-term capital improvements—playing a vital part in preserving the quality and performance of our housing portfolio.

What You’ll Be Responsible For:

Leading and supporting a team of maintenance professionals
Overseeing preventive maintenance programs and capital improvement projects
Ensuring properties meet HUD standards, safety requirements, and inspection expectations
Managing budgets, tracking expenses, and maintaining inventory
Utilizing systems and technology to track work orders, monitor performance, and improve efficiency
Coordinating with contractors and vendors to deliver high-quality work
Conducting inspections and proactively addressing maintenance needs
Keeping operations organized, efficient, and responsive

Education and Experience

An associate's or bachelor's degree in Construction Management, Engineering, Industrial Arts, Facilities Management, Building Trades, or a related field is preferred. Five (5) years of progressively responsible experience in construction, contracting, facilities management, maintenance operations, or a related field. Two (2) years or more of managerial or supervisory experience in maintenance, construction, contracting, or facilities operations, or an equivalent combination of education, training, certifications, and experience.

Preferred: Experience with public housing, multifamily housing, affordable housing, RAD conversions, capital improvement projects, and HUD regulatory compliance.

The following training and/or certifications must be obtained within one (1) year of employment unless waived by the CEO based upon prior experience, training, or equivalent credentials:

HUD NSPIRE (or UPCS equivalent) training and certification
Fair Housing training with documented completion
Certified Apartment Maintenance Technician (CAMT) certification or documented equivalent maintenance training and experience

Knowledge and Skills

1. Work requires supervising and monitoring performance for a regular group of employees or department including input on hiring/disciplinary action and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first-line supervisor typically performs these functions.

2. Preferred Affordable Housing Experience

Preferred Qualifications

Experience with public housing, RAD, Section 8, or other affordable housing programs.
Experience preparing properties for HUD inspections.
Experience managing capital fund, modernization, rehabilitation, or redevelopment projects.
Knowledge of HUD procurement and contract administration requirements.

3. Must have a working knowledge of all aspects of HVAC, electrical, carpentry, plumbing, landscape, roofing and pest control.

4. Thorough knowledge of the trade skills, methods, materials, tools and equipment used in maintaining dwelling and non-dwelling facilities.

5. Thorough knowledge of federal, state, and local laws, regulations, regulations pertaining to public housing authorities as they relate to maintenance of Agency properties.

6. Working knowledge of mathematical calculations and the principles, practices, and techniques of cost estimating and budgeting.

7. Advanced ability to read and understand advanced literature, books reviews, technical journals, financial reports, and legal documents.

8. Must be skillful in prioritizing, problem solving, formulation, reasoning, analyzing and proofreading.

9. High level of communications skills.

10. Computer skills (Excel, Word, etc.).

11. Must have an understanding of life safety code, OSHA regulations.

12. Ability to interpret complex laws, codes, and regulations.

13. Ability to read and interpret blueprints/shop drawings, plans, and specifications.

14. Ability to conduct safety and property inspections.

15. Must be able to establish and maintain effective working relationships with other Agency employees, subordinates, residents, contractors, vendors, and other persons outside the Agency.

Pay: $58,594.00 - $84,861.00 per year
