Full Job Description

Position Summary

The Education Disabilities and Mental Health (EDMH) Content Area Specialist is responsible for EDMH data entry in the Electronic Data Management System data system; tracking & reporting developmental screening status, referral documentation, progress through referral processes, IFSP/IEP service delivery, DMH service delivery, documenting and monitoring Teacher Home Visits, Parent Conferences, TSG data; assisting in EDMH data analysis; collaborating with other Content Area staff and supporting HBH in achieving all program compliance requirements as defined in the DMH Head Start Performance Standards and the operational excellence goals of HBH for all HBH 0 – 5 program options (Head Start, Early Head Start, EHS Home Visiting).

Essential Responsibilities and Functions

Enter data into Electronic Data Management System and in-house tracking systems for: developmental screenings, child referrals, status of referrals, child disability status, child Case Notes, IFSP/IEP/504 Plan service delivery, and Mental Health Service delivery.
Monitor and analyze Electronic Data Management System reports twice monthly for timely developmental screening completion, status of DMH referrals, and status of DMH service delivery to ensure timely achievement of HSPS, including meeting the 45-day screening requirement for children.
Assist with data entry in Electronic Data Management System (Teacher Home Visits, Parent Conferences) and provide summary reports to EDMH Coordinators and EDMH Leadership.
Assist in monitoring education data in Teaching Strategies GOLD, in preparing TSG data reports, and sharing TSG data as directed.
Assist with collecting, filing, organizing, and distributing DMH documents to and from EDMH Coordinators, EDMH Leadership, Program/Site Administrators, Mental Health Consultants, and additional staff as identified.
Maintain an inventory of on hand EDMH supplies including curriculum materials and developmental screening supplies, and report status quarterly.
Conduct quarterly monitoring of all DMH files and tracking systems at Central Office, document findings, report out findings and complete indicated follow-up.
Maintain EDMH reporting tracking systems and provide summary reports to EDMH Coordinators and EDMH Leadership.
Provide program support around EDMH meetings and training, and agency wide events as appropriate.

General Responsibilities

Attend training, internal meetings (ex: EDMH Team, PPC), and external meetings as requested.
Ensure that files, tracking systems, and documentation are complete, accurate and confidentially maintained.
Work cooperatively with other Content Area staff, specifically EDMH Coordinators & EDMH Leadership, Site Staff (Directly Operated, Delegate and Community Partner), and Mental Health Consultants to ensure the timely delivery of EDMH services that are integrated with all Head Start Content Areas.
Participate in an annual program self-assessment and Office of Head Start monitoring as requested.
Other duties as assigned.

Qualifications

REQUIRED Degree: Baccalaureate or advanced degree in Early Childhood Education, or a baccalaureate/advanced degree in another field with coursework equivalent to a major in Early Childhood Education and experience teaching preschool-aged children.

Training and experience in the theories and principles of child growth and development, early childhood education, and family support.

Familiarity with Creative Curriculum and SmartTeach (formerly Teaching Strategies GOLD).

3–5 years of teaching experience required.

Experience using an Electronic Data Management System and SmartTeach preferred.

Advanced computer skills, including proficiency in Outlook, Word, Excel, Adobe, and PowerPoint.

Strong interpersonal, communication, and relationship management skills.

Excellent organizational, problem-solving, and time management abilities.

Demonstrated reliability, punctuality, and integrity.

Ability to work independently with minimal supervision and collaboratively as part of a team.

Ability to represent the organization positively within the community.

Reliable access to transportation, with valid driver’s license and vehicle insurance (if applicable).

Ability to pass a physical exam every two years.

Must be able to speak, read, write, and understand English to communicate effectively.
