GENERAL STATEMENT OF JOB
Under occasional supervision, coordinates and administers comprehensive financial activities of the Irmo Chapin Recreation Commission, ensuring efficient and effective management of the agency’s internal controls in the areas of general ledger accounting, reconciliations, financial reporting, budgeting, accounts receivable, grants, fixed assets, accounts payable, and payroll. Maintains accurate records throughout the year and assists in the preparation of annual audits. This position requires frequent personal judgment and discretion and performs related administrative, supervisory, and professional work as required. Reports to the Finance Director.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
General Ledger Management & Accounting Reconciliations
Apply advanced accounting principles to maintain, update, and improve ICRC accounting system. Develop and recommend methods for recording, monitoring, and validating financial transactions. Ensure accurate documentation and audit‑ready support for all financial activity. Compile, prepare, and post approved journal entries; research and thoroughly resolve discrepancies; to maintain the integrity of the general ledger. Conduct ongoing analysis of assigned accounts, ensuring accuracy, completeness, and compliance with established standards.
Financial Reporting & Financial Analysis
Prepare, analyze, and distribute financial and fiscal reports for internal and external stakeholders. Review financial data for accuracy, identify items requiring further scrutiny, and provide recommendations based on findings. Test financial institution records and system‑generated information for validity and accuracy. Assist in preparing summary financial statements and supporting schedules.
Budgeting & Forecasting
Develop budgetary forecasts based on program needs, expenditure trends, funding patterns, and anticipated economic conditions. Support the Finance Director in preparing annual budgets and monitoring budget performance throughout the year. Provide variance analysis and financial insights to support decision‑making.
Accounts Receivable & Revenue Management
Prepare and issue billings to external parties, receipt, and record incoming payments. Reconcile revenue activity to the general ledger. Maintain accurate records of receivables and follow up on outstanding balances as needed.
Grant & Contract Accounting
Oversee accounting and compliance activities for assigned grants and contracts. Ensure expenditures, reporting, and documentation comply with grantor requirements and organizational policies. Prepare required financial reports and maintain accurate grant records.
Fixed Asset & Inventory Management
Maintain fixed asset records, including additions, disposals, depreciation, and asset tagging. Coordinate placement of identification tags on new purchases and assist with periodic asset inventories.
Systems, Technology & Process Improvement
Use highly automated, integrated financial systems to record, track, and process financial transactions. Identify opportunities to improve efficiency, accuracy, and internal controls through system enhancements or process redesign. Refer to policy manuals, system documentation, and procedural instruction to ensure proper application of financial processes.
Documentation, Compliance & Audit Support
Maintain processes that ensure accurate documentation of financial transactions and compliance with internal controls. Prepare records, schedules, and supporting documentation for audits, quarterly reports, etc. Ensure adherence to applicable laws, regulations, policies, and accounting standards.
Communication & Collaboration
Communicate effectively with the Finance Director, senior leadership, department heads, staff, banking institutions, vendors, and external agencies. Provide financial information, guidance, and problem‑resolution support to internal departments. Prepare and process a wide variety of documents, including timesheets, statements, expense reports, tax forms, and correspondence.
ADDITIONAL JOB FUNCTIONS
Serve as a primary back up to Accounts Payable and Payroll Clerks. Assists in providing responses to Freedom of Information Act requests. Performs routine clerical tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc.
Performs related duties as requested and required.
MINIMUM TRAINING AND EXPERIENCE
A bachelor's degree in accounting, finance, business or related field and three to five years of professional experience directly related, such as accounting, auditing, finance, or commercial lending or an equivalent and acceptable combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, which involves the lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have minimal levels of eye/hand/foot coordination.

PERFORMANCE INDICATORS
Knowledge of Job: Has thorough knowledge of the principles, practices, standards, and terminology of accounting and financial management as they relate to the performance of the duties of the Accountant, including general ledger accounting, budgeting, financial reporting, reconciliations, and related financial activities.
Possesses applied knowledge of financial statement preparation and analysis and the ability to review, analyze, and interpret financial data, reports, and supporting documentation to ensure accuracy, completeness, and compliance with established standards.
Demonstrates the ability to apply mathematical concepts and accounting principles to practical work situations, including the identification and resolution of discrepancies, variances, and errors, and the preparation of accurate financial records and reports.
Has knowledge of banking, budgeting, forecasting, cash flow, and financial management concepts relevant to organizational operations and decision‑making.
