Full Job Description

Position Summary and Job Duties

This position works a 12-hour rotating swing shift on an A/B day schedule with primary hours of 11:00 AM to 11:00 PM. The position may also be required to provide coverage for alternate shifts, including 7:00 AM to 7:00 PM and 7:00 PM to 7:00 AM, as operational needs dictate.

This position is responsible for assisting with staff training, coaching, scheduling, and personnel-related matters and serves as a member of the Youth Services Center (YSC) Management Team.

Work involves supporting the administration, compliance, and overall mission of the Rock County Youth Services Center. Responsibilities include direct supervision of YSC line staff and relief staff, staff development and training, enforcement of policies and procedures, program implementation, and providing direct youth supervision coverage when necessary.

This position supports and promotes the Mission, Vision, and Guiding Principles of the Human Services Department (HSD) and performs duties in a manner consistent with the HSD Professional Standards and “Commitment to My Co-Workers.

60% - Direct Supervision- Directly Supervises YSC Line Staff and Relief YSC Line Staff

Conduct briefings to incoming staff at shift change.
Assign Youth Specialist to specific job duties for the shift.
Assign and document keys, radios, and safety knives to Youth Specialist on the shift.
Monitoring Youth Specialist attendance and being responsible for auditing it against the work rules policy.
Make intake decisions under the Juvenile Justice Code 938 and Children's Code 48.
Enter Detention Risk Assessment Instrument (DRAI) into e-Wisacwis.
Prompt Youth Specialist to engage and develop positive relationships with the youth and observe this interaction.
Coaching and 1:1 consultations of Youth Specialists in the areas of their deficiencies and documentation supporting the conversation in a follow-up e-mail.
Dispensing and documentation of youth medication in accordance with the Medication Administration Record (MAR) and policy and procedure.
Utilize Docusign website to receive prescription and non-prescription medication consent from parents/legal guardians of the youth.
Fill out Temporary Physical Custody (TPC) form and Notice of Rights and Obligations. Email these documents to the YJTPC group and YSC Support, if youth is held.
Documenting relevant information regarding the youth and other pertinent information about the operations in the Supervisor Shift notes and update rosters of youth placed at the YSC.
Take a leadership role in crisis and emergency situations.
Attends bi-weekly supervisor meetings.
Evaluates YSC Line Staff performance.
Assist with YSC Line Staff scheduling.
Cover Open Supervisor Shifts or overtime shifts when needed and have the ability to perform required supervisory related tasks pertaining to each shift.
Notifying maintenance related requests by way of the Limble system on the County of Rock website.
Ordering supplies and meals, as needed.
Assist with YSC Line Staff related duties, when needed.
Coordinate haircuts for the youth with the licensed barber contracted with the County of Rock.
Facilitate random pat downs of the youth and cell searches for contraband.
Assist the Assistant Operations Manager with entering/approving staff entries in Day Force.
Meet with Janesville School District teaching staff to discuss behavioral concerns of the youth and strategically place the youth in educational groups that will bring about a positive learning outcome.

15% - Policies and Procedure-Develop, Enforce and Implement Policies and Procedures

Enforce DOC 346 Licensing Policy.
Update, Implement, and Enforce YSC Policy and Procedures.
Conduct/Facilitate Employee Investigations.

10% - Program Implementation- Assist with Maintaining a Program that is consistent with the YSC Mission

Assist with Maintaining and Updating the YSC Behavior Modification Program.
Assist with Maintaining and Updating Program Materials.
Make sure evidence-based programming or other programming as assigned is facilitated by Youth Specialist on the shift.

10% - Training

Assist with Finding Appropriate Training Options for Staff and Supervisors.
Assist with Facilitating the Field Training Officer Program (FTO).
Comply with State Training Requirements.

5% - Perform other duties as assigned

Job Requirements, Education, Training & Experience

Bachelor's Degree in Criminal Justice, Psychology, Sociology, Social Work, or related social science area of study, and at least one year demonstrated experience working with at-risk youth.

Associates Degree and at least five years' demonstrated experience working with at-risk youth.

-OR-

Any equivalent combination of education and experience.

Demonstrated/related work experience must be detailed in the job application. Examples of work with at-risk youth may include, but is not limited to:

Probation or Community Corrections
Mentoring programs
Coaching or teaching
Recreation or after school programs
Any programs where the mission is for progressive transformation and focus is on youth with behavior problems.

Experience in a 24/7 facility preferred.
Must possess a valid State Driver's license by time of employment.
Must be certified as a Juvenile Detention Officer with the State of Wisconsin; employer will provide this certification.

**Successful incumbents will be contacted by Human Resources to advance to the background investigation process. The background investigation process is a thorough and extensive process which includes, but is not limited to: completion of finger-prints, extensive background investigation questionnaire to include personal reference check, employment references check, criminal background check, interview and physical examination (pre-employment physical).

Essential Job Functions (physical elements, equipment and working conditions)

Physical Elements:

Ability to walk up one flight of stairs
Ability to lift and carry at least 20 pounds for at least 15 feet.
Ability to squat to inspect cells under bunks, tables, etc.
Ability to carry mattresses and bags of laundry
Ability to push the food cart with trays of food
Ability to push the mop bucket, move chairs and tables as needed
Ability to lift, push/pull objects weighing up to 165 pounds

In an emergency situation, Supervisors must be able to physically restrain youth using the Principles of Subject Control (POSC); break up physical altercations between and with youth; provide suicide intervention and first aid as necessary; and lead evacuation and rescue efforts should there be an emergency situation in the building such as a power outage, fire, tornado, or other environmental issue.

Ability to use a computer and computer keyboard
Ability to use a Portable Radio

Working Conditions:

Almost all indoor work in an office setting with ability to go on off-campus activities
A valid driver's license
CPR/AED certification
