OVERVIEW
The Department staff administer and enforce the tax revenue laws of the Tribe and other laws and duties assigned to it by law, regulation and the Tribal Council. The Department shall have all the powers and duties prescribed by law or assigned to it by the Tribal Council for such purposes. The Department Revenue Data Entry Clerk shall:
Under supervision of the Director, the Revenue Data Entry Clerk is responsible for working directly with customers in person, in writing or via telephone phone to assist with compliance with the Business and Professions Code licensing requirement and Title 20 Taxation Code and Health & Safety Code, Article 2. Liquor taxation. This role includes the tracking all incoming correspondence and accounts receivable and data entry pertaining to tax and licensing.
DUTIES AND RESPONSIBILITES
- Perform data entry to record all incoming business license applications, tax returns and payments into tax database and software
- Reconcile daily entries to track all payments and total revenue collected on a daily basis
- Transfer incoming data from hard copy filings to a digital database
- Update customer information in a database and maintain computer and manual filing systems
- Greets incoming taxpayers, applicants, and general public in a professional manner
- Provides customer service to applicants and taxpayers in person, via telephone and electronically.
- Provides general information about tax and licensing
- Retrieves mail and all other correspondence including Accounts Receivable, Accounts Payable from mailroom or other departments
- Time/Date stamp and perform data entry to record all incoming and outgoing correspondence, reports, etc. for review
- Record, scan, and file all incoming correspondence
- Create spreadsheets to track important customer information
- Maintain all other department data tracking spreadsheets
- Organize existing data in a spreadsheet
- Verify outdated data and make any necessary changes to records
- Search for and investigate information contained in files
- Input text-based and numerical information from source documents
- Sort and organize hard copies of paperwork after entering data electronically
- Review data for deficiencies or errors
- Assist with special projects that require large amounts of data entry
- Provide data entry support across departments on an ad-hoc basis
- Type in data quickly and efficiently
- Produce and distribute correspondence memos, letters, emails, and forms
- Assist in the preparation of regularly scheduled reports for Director and/or Boards
- Proof, edit and review forms, documents and reports
- Draft presentations and reports for Director as assigned
- Generate reports for Liquor Control Board as requested by Director or Compliance
- Take dictation from Director and meetings and draft action plans
- Conduct research and analyze internal data for tax and licensing issues
- Answer and direct phone calls to respective department staff
- Maintain contact lists interdepartmental and with external agencies, businesses, and organizations
- Maintain professional and technical knowledge by attending educational workshops
- Contribute and collaborate with other staff to accomplish projects or work as needed
- Follow clerical procedures for processing incoming and outgoing correspondence, keeping track of time sensitive license and tax notices
- Maintain integrity and security of database for tribal revenue and source
- Perform day-to-day activities independently within established guidelines and procedures under general supervision
- Maintain a team effort, collaborate and work together with Director and Tax Examiner/Auditors to complete projects, reports or other assignments
- Maintain a working relationship and communicate, coordinate and collaborate with other tribal departments and enterprises
- Other duties may be assigned at the discretion of the Director or designee to fulfill the Department’s needs, objectives, and/or goals

KNOWLEDGE, SKILLS, ABILITIES AND OTHER JOB CHARACTERISTICS:
Knowledge:
- Requires the knowledge to interpret applicable laws, ordinances, codes, and policies related to tax and business licenses
- General accounting principles and practices and/or general business administration principals
- Tribal Law, Rules, and Procedures –Title 20 Taxation Code, Business and Professions Code, and Health & Safety Code, Article 2. Liquor, and any other state, or other municipality tax codes and structures, rule and regulations

- Interact with business owners/managers, attorneys, etc., with tact and diplomacy to collect taxes and delinquent accounts owed without causing unnecessary hostility
- Explain tax, licensing codes/ordinances, and tribal jurisdiction to taxpayers and/or licensees and business officials
- Exercise initiative and independent judgment to make decisions based on facts, information available and applicable codes/ordinances
- Exercise initiative in establishing work priorities and completing assignments
Skills:
- Critical Thinking – Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems

- Strong proficiency and skill in the use of Microsoft Excel
- Strong proficiency in the use of tax reporting and accounting systems
- Operates a personal computer, calculator, and computer terminal to pursue collection activities
MINIMUM QUALIFICATIONS
- High School Diploma or G.E.D.
- Valid Driver’s License
PREFERRED QUALIFICATIONS
- College coursework in Accounting, Business Administration, or a related field to aid in performing the duties and responsibilities of this position
- Three (3) to five (5) years of progressively responsible experience, in a business office environment involving steady public contact, and dealing with confidential records
