Summary:

Ideal candidate must conduct comprehensive risk assessments of grant applicants through Federal Uniform Guidance compliance reviews in accordance with grant terms and conditions. These assessments are to determine application eligibility of grant applicants who are under consideration for federal funding from Wisconsin's Rural Health Transformation Program provided through the Centers for Medicare and Medicaid Services (CMS.gov). Duties include preparation and presentation of final reports, risk assessment summaries and application eligibility results to the Department leadership that will organize, document, and articulate risk findings for each application.

Requirements:
Education:

Bachelor's degree in accounting or auditing from an accredited college or university

Experience:

Seven (7) years of experience in independent auditing of complex organizations or programs, i.e., multiple funding sources, contractual agreements, or grant requirements

Certification:

Current CPA license in Wisconsin

Duties:

Certify audit reports and issue opinions on financial statements prepared by the firm's employees
Supervise complex auditing duties which require the knowledge and application of professional auditing theories and principles
Plan audits, develop an audit strategy and approach utilizing risk assessment techniques, certify oversight, provide conclusions and recommendations in accordance with Generally Accepted Auditing Standards or Generally Accepted Government Auditing Standards, or International Standards for the Professional Practice of Internal Auditing (as applicable)
Advise management on methods to improve accounting or other operational procedures
Inform State Agency management of any identified concerns or suspicions of possible internal control deficiencies, fraud, material errors/misstatements, or intentional program violations
Provide oral testimony in the prosecution of audited entities
Analyze, interpret, and apply rules, contracts, and agreements with internal or external implications
Evaluate the adequacy and make recommendations on accounting policies and procedures.
