ESSENTIAL JOB FUNCTIONS
Performs field enforcement of business license ordinances; conducts audits of business files; makes on-site inspections of new and existing businesses to ensure licensing procedures have been completed; and performs field inspections, compliance checks, and enforcement follow-up for pending licenses, unlicensed businesses, contractors, short-term rentals, sidewalk cafes, coin-operated devices, and other business license ordinance matters as assigned.
Remains aware of new projects and activities that may generate continuing revenue for the City, including advertising, developers, rental properties, short-term rentals, construction activity, contractors, special events, and other business activity that may require licensing or revenue follow-up.
Communicates with business owners, building inspectors, contractors, attorneys, government officials, property owners, developers, property managers, short-term rental owners/operators, permit management companies, other City departments, and the public regarding business license requirements, approvals, renewals, payments, compliance, and enforcement matters.
Reviews contractor, building permit, OpenGov permit tasks, TRC/SUB/Sub-list activity, site plans, plats, zoning, and related development records to identify contractors, property owners, surveyors, engineers, developers, or other businesses that may require a City business license; confirms approval status and coordinates follow-up before inspections or related departmental actions proceed.
Rectifies delinquent business license accounts by researching account status, contacting taxpayers, preparing or assisting with delinquency notices, routing accounts for field follow-up, and documenting collection or compliance activity.
Processes renewal applications for each license year, including assigned business license, short-term rental, out-of-town, per-job, vendor, and related license renewals.
Supports short-term rental licensing and compliance as assigned, including applications, renewals, ownership or property management changes, property sale follow-up, unlicensed short-term rental research, complaint support, customer education, and account updates.
Adds accounts, processes payments, issues payment links, maintains accuracy of business license accounts in licensing software systems, and updates ownership, mailing address, property management/contact information, license status, renewal status, payment status, and supporting documentation as assigned.
Processes new business license applications, including standard business licenses, short-term rental licenses, out-of-town licenses, per-job licenses, vendor licenses, and other assigned licensing workflows.
Determines which class a business should be categorized under using the North American Industrial Classification System and the City's Business License Ordinance; calculates license fees, penalties, assessments, and related amounts due based on the rate scale for the classification, including declining rate scales.
Communicates with City departments to obtain approvals for new licenses; verifies departmental approvals, inspection status, zoning/site plan requirements, permit status, and other approval requirements before completing license issuance or authorizing business operations when applicable.
Collects, receipts, verifies, and processes General Fund revenues, business license payments, hospitality tax/rental accommodations payments, renewal payments, assessments, refunds, penalties, and other Revenue Division transactions as assigned.
Reconciles the cash drawer daily, codes revenues to the appropriate accounts for posting to the General Ledger, and assists with daily deposits, cash packets, cash register verification, bank/post office runs, payment documentation, and related internal control procedures as assigned.
Handles all invoicing for the Department and a variety of other invoices for other City Departments.
Prepares and sends correspondence for the Revenue Division, including notices, emails, letters, delinquency correspondence, payment communications, application follow-up, account update requests, and other taxpayer or customer communications as assigned.
Maintains licenses, files, records, logs, and supporting documentation for commercial fishing, sidewalk cafe and valet parking permits, coin-operated devices, and related Revenue Division programs as assigned.
Obtains property owner information, tax map numbers, property transfer information, account history, mailing addresses, and property management/contact information using available City, County, permitting, tax, and mapping resources to support licensing, short-term rental follow-up, complaint response, billing accuracy, and compliance enforcement.
Issues and collects assessments and issues refunds; conducts or assists with business license audits and assessments, including review of reported gross receipts, renewal filings, building permit activity, job valuations, account history, classifications, delinquent license periods, and supporting documentation as assigned.
Assists with hospitality tax, rental accommodations, and related account research, payment support, documentation, follow-up, and compliance review as assigned, in coordination with the Municipal Fees Clerk and Revenue Manager.
Utilizes and operates computers, printers, calculators, postage machines, cash registers, copiers, scanners, automobiles, licensing and payment systems, permitting systems, online portals, spreadsheets, shared tracking logs, and other office or field-related equipment and software as assigned.
Enforces City code provisions related to vehicles parked and listed “For Sale,” unless by an authorized car dealership; documents contacts, warnings, follow-up actions, and resolution status, and coordinates removal or escalation when compliance is not achieved.
Issues per-job business licenses based upon Building Permit Applications and follows up with contractors or related businesses regarding applications, approvals, missing information, payment links, payments, gross receipts questions, and compliance status.
Responsible for sorting and distributing incoming mail for the City or Revenue Division as assigned; processes return mail, outgoing mail, license mailing, renewal materials, notices, delinquency correspondence, and other departmental correspondence.
Maintains records and processes specialty licenses and permits, including solicitation permits, Council-approved special event vendors, Bike Week-related vendors, temporary vendors, mobile food vendors, roadside vending, and related specialty licensing workflows as assigned.
Issues Municipal Summons for delinquent licenses or for operating without a license and appears in court on the City's behalf; documents inspections, compliance contacts, taxpayer communications, audit findings, assessments, field follow-up, and resolution status in applicable logs, files, or systems.
ADDITIONAL JOB FUNCTIONS
Assists the Revenue Manager in preparing monthly reports and completes or supports required daily, weekly, monthly, quarterly, and annual reports related to business licenses, short-term rentals, hospitality/rental accommodations, delinquent accounts, inspections, and other Revenue Division activities as assigned.
Works closely with the Municipal Fees Clerk to assist in the setup of hospitality tax and rental accommodations accounts, payment intake, account research, delinquency follow-up, documentation, and customer education as assigned.
Performs daily bank deposits and takes mail to the Post Office; assists with cash register verification, cash packets, bank/post office runs, and backup coverage during high-volume periods, staff absences, vacancies, and competing operational deadlines.
Provides assistance and education to the public with miscellaneous inquiries, problems, concerns, complaints, and questions regarding business license, short-term rental, hospitality/rental accommodations, contractor, payment, renewal, and compliance requirements.
Performs other related duties as required.
All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency. This may or may not include assignment to the Emergency Operations Center (EOC).
