The Budget Analyst Fellow is an entry-level professional position designed to provide recent graduates and emerging professionals with hands-on experience in governmental budgeting, financial analysis, and public utility operations. Under the guidance of experienced finance and budget professionals, the Fellow assists with the preparation, analysis, monitoring, and reporting of operating and capital budgets for Public Utilities. The position offers exposure to enterprise fund budgeting, capital improvement planning, financial forecasting, performance measurement, and strategic financial management while supporting the delivery of essential water, wastewater, and related utility services. This fellowship provides a structured learning environment focused on developing the technical, analytical, and professional skills necessary for a successful career in public finance and budgeting. Through this program Fellows receive the opportunity to participate in a paid Fellows placement for a period not to exceed twelve months. This placement will include specific beginning and ending dates. Fellows will be assigned to a position based on the student's academic merit, recommendations, experience, and interests. Work schedules will be based on the needs of the Division. The rate of pay will be directly related to the specific placement paygrade. Student Fellows will be paid at a rate that will be 10% less than the minimum of the pay range and understand this is a temporary position not to exceed twelve months.
EXAMPLE OF DUTIES • Engage in the Fellowship program as a learning experience.
- Complete all learning objectives and structured activities outlined in the professional development plan within established timeframes.
- Communicate with the supervisor and Human Resources throughout the Fellowship experience and complete required documentation within applicable timeframes.
- Demonstrate professional workplace behaviors including reliability, timeliness, strong communication, appropriate work attire, confidentiality, self-initiative, teamwork and appreciation.
- Ask appropriate questions for understanding work assignments and demonstrate hard work to meet deadlines and expected quality outcomes.
- Develop a presentation reflecting on the internship experience and how it has helped shape future career pursuits; present during the final week of the Fellowship.
- Provide an evaluation of the Fellowship experience.
- Assist in the preparation, development, and administration of annual operating and capital budgets for Public Utilities divisions.
- Monitor departmental expenditures and revenues to ensure compliance with approved budgets and financial policies.
- Prepare budget amendments, transfers, and supporting documentation for management and governing board approval.
- Analyze budget-to-actual financial performance and identify variances, trends, and potential budget impacts.
- Assist with the development of multi-year financial forecasts and long-range financial plans.
- Review purchase requisitions, contracts, and procurement requests for budget availability and proper account coding.
- Prepare financial reports, budget presentations, and supporting schedules for management, elected officials, regulatory agencies, and external stakeholders.
- Support the preparation and monitoring of Capital Improvement Program (CIP) budgets and project funding sources.
- Assist in the analysis of utility revenues, rates, fees, and cost recovery models.
- Perform cost analyses related to utility operations, maintenance activities, and capital projects.
- Coordinate with division managers and project managers to gather budget information and monitor financial performance.
- Maintain budget records, financial databases, and reporting systems.
- Assist with year-end financial activities, audits, and preparation of budget-related documentation.
- Research and compile financial data to support management decisions and strategic initiatives.
- Ensure compliance with applicable federal, state, and local regulations, policies, and procedures.
- Perform other related duties as assigned.
