Full Job Description

Full-time Director of the Intake Services Department for a Community Behavioral Health Center in Northeast Philadelphia. The Director of Intake Services has overall responsibility for the leadership and clinical oversight of the Intake Department’s clinical team and assists with the successful implementation of the intake process. The Director provides leadership, direction and assistance with all aspects of admission to Northeast Community Center for Behavioral Health (NECCBH) services relating to initial clinical assessment and evaluation, recording of demographic data, new client assignment to appropriate level of care and authorization for services in compliance with Department of Behavioral Health (DBH) and Community Behavioral Health (CBH) regulations, guidelines and standards to assure easy and timely access to NECCBH services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reports to the Deputy Director for Clinical Programs to assure effective administration of clinical and administrative activities related to assuring easy and timely access to services, including the preparation and completion of the intake assessment and evaluation process in compliance with DBH/CBH reporting requirements for admission to services.

Ensures timely and welcoming access to services for children, adults and families in need of behavioral health care and support.
Increases easy access to services by removing barriers and by enhancing approaches to engagement in services.
Completes clinical assessments and evaluations in accordance with DBH/CBH guidelines, including the administration of Part A of Comprehensive Biopsychosocial Evaluation.
Assists with the timely scheduling of appointments for psychiatric evaluation and referrals for clinical services.
Provides ongoing education and staff development to ensure a welcoming environment for clients and their families.
Directs clinical service related information and data collection requirements to assure accurate records of Intake Services, including reporting of data and other demographic and clinical information needed to meet DBH/CBH and NECCBH reporting requirements.
Under the direction of the Deputy Director for Clinical Programs, works collaboratively with community referral sources to facilitate access and admission to Center services including initial assessment, treatment planning, providing client/family information and support needed to receive appropriate clinical services.
Coordinates activities and planning related to the intake clinical team process including scheduling of clinical team meetings and coordination of overall team building to assure standards are met, and that there is continuous quality improvement of services.
Directs activities related to clinical records management within the Intake Department, assuring maintenance of records in compliance with standards and policies and ensures staff training in records compliance and documentation requirements.
Provides ongoing oversight of the Incident To service population, within the Adult Outpatient Department, in accordance with established Medicare guidelines, including completion of chart audits, training of clinical staff relating to Incident To policies/procedures, and the initiation and implementation of required Incident To quarterly consults.
Responsible for the administrative discharge of client charts within the Adult Outpatient Department, Children and Youth Outpatient Department, Base Service Unit and Case Management; ongoing audit review of clinical discharges within the Adult Outpatient Department and Children and Youth Outpatient Department to maintain regulatory guidelines established by DHS.
Collaborates with the Deputy Director for Clinical Programs on the training/development of intake staff related to clinical and administrative implementation issues and related to skill development to assure competencies are demonstrated in practice and guided by best practices and DBH/CBH standards.
Monitors the performance of Intake team members and assures appropriate oversight of staff activities and assures that team members are appropriately trained in their job duties at onset of employment and regularly during their course of employment.
Reports regularly to the Deputy Director for Clinical Programs regarding the status of Intake activities, including status reports on general operations.
Identifies potential areas of compliance vulnerability and risk; collaborates with the Deputy Director for Clinical Programs and/or the Performance Improvement Council (PIC) to develop and implement corrective actions plans for resolution of problematic issues, and provides general guidance to avoid or manage similar situations in the future.
Completion of chart audits involving problematic drug screens; establishing corrective action plans when needed, which will specify the required tasks to be completed, completion dates and responsible parties.
Provides ongoing and systemic review of problematic client situations, high risk situations and high volume client situations as they are identified by agency staff or assigned for review by the Deputy Director for Clinical Programs and/or the Performance Improvement Council (PIC).
Attend and maintain documentation of weekly meetings for the Performance Improvement Council (PIC) and the Medical Review Committee (MRC).

QUALIFICATIONS

A licensed mental health professional with a Master’s degree in a relevant behavioral health-related field.
A minimum of five years’ experience as a Director of Behavioral Health Programs in a comparable setting.
Excellent communication and presentation skills, both verbal and written.
Excellent interpersonal and relationship building skills across various programs/agencies internally and outside the organization.
Experience with mental health, substance abuse and trauma treatment.
Strong leadership and program development skills.
Expertise and experience developing and ensuring compliance with clinical and administrative policies and procedures.
Experience working with State and local government oversight and funding agencies.
Knowledge of and experience with clinical management approaches and continuous quality improvement preferred.
Cultural competency, a strengths-based recovery orientation and knowledge of best practices required.
Must be a strategic thinker demonstrating integrity and a team-based orientation to program development and leadership.
