Position Title: Community Resources Specialist Department: Federal Programs
Supervisor: Homeless and Foster Liaison
Term of Employment: 12 months (Position is grant funded and currently approved for one year. Funding and grant extensions reviewed yearly.)
Salary Classification: Classified Hourly, Level 10

Job Summary: The Community Resources Specialist is responsible for coordinating with the Homeless and Foster Liaison and delivering comprehensive, student-centered supports to re- engage students at risk of dropping out, students experiencing homelessness, and those identified as neglected or delinquent. This position addresses non-academic barriers that impact attendance, behavior, engagement, and academic success by connecting students and families to integrated academic, behavioral, and community-based services. The Specialist facilitates access to essential resources, including clothing, school supplies, hygiene products, nutrition assistance, transportation, and other basic needs supports, ensuring students are equipped to fully participate in their education. Working collaboratively with school staff, families, community agencies, and district departments, the Specialist develops and coordinates targeted, individualized interventions that promote student well-being, persistence, credit attainment, and successful school completion.

Essential Functions: as defined under the Americans with Disabilities Act, may include, but are not limited to, the following tasks, duties, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents in this class.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Identify and prioritize students at risk of dropping out, including those identified as homeless and/or neglected and delinquent, using data indicators such as attendance, behavior, mobility, and academic performance.
Develop, implement, and monitor individualized wraparound service plans that address academic, behavioral, and environmental needs.
Coordinate access to support services, including clothing, school and hygiene supplies, mentoring, healthcare, housing resources, transportation, and other community-based supports and referrals.
Facilitate re-engagement strategies for students who have been disengaged from school, including outreach, intake, and transition planning back to an educational setting.
With parent permission, collaborate with school administrators, counselors, teachers, and district staff to align interventions and ensure continuity of services.
Build and maintain partnerships with community organizations, social service agencies, juvenile justice programs, and other external stakeholders.
Monitor student progress and adjust service plans based on data, ensuring timely and effective interventions.
Support credit recovery, alternative education pathways, and postsecondary planning for identified students.
Maintain accurate documentation and case management records in compliance with district, state, and federal requirements.
Participate in district and site-level data cycles to evaluate program effectiveness and inform continuous improvement efforts.
Provide training and guidance to school staff on identifying and supporting at-risk student populations.
Ensure compliance with applicable federal and state program requirements, including those related to Title I, Neglected and Delinquent, and McKinney-Vento as applicable.

KNOWLEDGE AND SKILLS:

Knowledge of applicable Federal, state, county and city statutes, rules, regulations, ordinances, and codes and PUSD policies and procedures.
Knowledge of the principles of customer service methods and techniques.
Knowledge of the principles of confidential files, records, and database management.
Knowledge of general office practices and procedures.
Skill in reading, interpreting, understanding, and applying relevant Federal, state, county and city statutes, rules, regulations, ordinances, and codes and PUSD policies and procedures.
Skill in verbal and written communications, business English, grammar, and punctuation.
Skill in maintaining office areas and equipment in a clean professional manner.
Skill in utilizing problem solving and customer service techniques to direct, inform or resolve issues for visitors and staff.
Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, the general public and others having business with the school district.
Skill in operating a personal computer utilizing a variety of software applications.

MINIMUM QUALIFICATIONS: High School Diploma or GED, AND two (2) years of relevant receptionist, clerical, customer service, office support or closely related experience; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Experience working with at-risk youth, dropout recovery programs, or juvenile justice/child welfare systems.
Demonstrated ability to collaborate across systems and build community partnerships.

OTHER REQUIREMENTS:

Must hold or obtain an IVP fingerprint clearance card and pass a background check.
May be required to work outside normal working hours.
May be required to lift and/or carry heavy, bulky supplies, materials, equipment, and other items weighing up to 35 pounds.
May be required to obtain and maintain a valid Arizona driver's license.
