Terms of Employment:

Pay Grade: E25 Minimum Salary: * $138,544 Mid-Point Salary: $162,996

Salary is determined on directly related experience supported by a service record or experience affidavit. For

more information on our pay policy, please refer to the Compensation Resource Manual . Annualized pay may
be pro-rated based on actual start date.

Job Scope

Oversees operations of multiple departments and/or campuses across the entire district. Develops long-term
strategic planning for multiple departments or campuses and oversees the implementation of these plans. Reports
to the Top Executive district level for all aspects of department or campus performance.

Position Summary

The Chief Operations Officer is a crucial role that will build community and department trust by strengthening
customer service, improving operational efficiency, and communicating effectively with our constituents. This role
provides senior executive leadership over the departments of construction management, facilities, transportation,
and food and child nutrition.

This role serves as the chief spokesperson for the District’s operational improvement, ensuring that there are clear
expectations, accountability, definitions of success, and progress monitoring routines for the assigned
departments. This role ensures a culture of customer service for our schools and staff, manages department
leaders, and oversees all budget and human capital management decisions.

Essential Functions / Key Responsibilities

1. Manages a team of professionals to define, operationalize, measure, and plan for the District’s
operational effectiveness: this includes, but is not limited to, establishing and providing ongoing
accountability for key performance indicators, standardized operating procedures, and optimization of
both human and fiscal constraints

2. Pursues excellence with all legal and regulatory issues for assigned departments, serves as the District’s
primary spokesperson for facilities issues and shares a compelling vision to improve both the
effectiveness of internal operations and customer service of the departments

3. Manages and implements long-term and short-term strategies to increase efficiency and effectiveness for
decision making, negotiations, and conflict resolution of multiple departments including Transportation,
Child Nutrition Services, Construction and Facilities Services; promotes cross-functional collaboration and
minimizes inefficiencies within the department

4. Creates a compelling vision and corresponding plan of action for operationalizing excellence within the
District; Creates, reviews, and approves decisions and/or recommendations that have a significant impact
on the entire organization.

5. Provides oversight, accountability, and individual evaluation of senior level leaders, creating clear
performance indicators for success in the department and coaching leaders to meet these goals.

6. Directs and implements short and long-term strategic planning processes and budget development.
Serves as the senior expert on activities related to bond construction and facilities improvements,

7. Establishes systems and controls for long-term facilities strategic planning. Directs the planning and
construction of capital planning improvements, renewal projects and real estate.

8. Manages and negotiates public and private partnerships including the City, Community, Agency and
County partnerships related to facilities and development.

9. Partners with internal and external entities to ensure on-time completion of financial, regulatory, and
human capital audits to provide accountability and growth within all assigned departments and to
strengthen community trust within the Department

10. Serves as a point of reference for the Superintendent in meetings with business professionals, the
community, and business and political entities regarding District functions; leverages expertise to
determine when contracts and legal proceedings are operating outside of industry norms

11. Ensures integration of operational objectives across multiple departments, program, and district-wide
areas, maximizing efficiency across all departments

12. Operates as the district’s senior level spokespersons in area of expertise, define change initiatives,
organizational strategies, services, policies, and practices; serves as the public spokesperson for an
improved customer service and service offerings for schools and communities’ members

13. Performs other related duties as assigned within the appropriate skill and experience capabilities
expected for this position.

Minimum Requirements

Bachelor’s degree from an accredited college or university in engineering, architecture, finance, business

administration or related field or 4-year equivalent experience, and

3+ years professional experience in Operations or related experience, and

Progressive leadership experience to include:

o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee

(approximately $50.00) paid by the employee

Preferred Qualifications

Master’s degree from an accredited college or university.

10+ years professional experience in Operations or related experience, and

8+ years of progressive leadership experience to include:

o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.

Executive leadership experience in operations for a large school district

Track record of improving operational needs, strengthening customer service metrics, and building

community trust following large scale system issues.

Knowledge, Skills & Abilities

Demonstrated leadership skills

Ability to problem solve, think critically, and manage conflicts

Proven ability to manage budget and personnel

Proven ability to collect, analyze and use multiple sources of data

Provides leadership to Management district level roles and lower.
