Position Summary
The Senior Director of Economic Mobility Programs provides strategic leadership, operational oversight, and partnership development for YWCA San Antonio's full economic mobility portfolio. This position leads five interconnected program areas: Economic Empowerment, delivering financial coaching, counseling, and asset-building services; Workforce Development; Housing, overseeing the Women's Live and Learn Center's residential campus and wraparound services; Health Equity, encompassing community health partnerships, women's health services, and maternal health programming; and Youth, College and Career, guiding young people toward postsecondary and career readiness. This position ensures all five program areas operate in alignment with YWCA-SA's mission and community priorities, creating a coordinated continuum of support for women and families building lasting economic security.
The Senior Director serves as a member of the senior leadership team, overseeing program operations, grant implementation, partnerships, budgeting, reporting, and staff supervision. This leader is a strategic thinker and community connector who identifies emerging needs, builds cross-sector partnerships, and collaborates with the Director of Development to pursue funding opportunities that advance YWCA-SA's economic mobility mission. This position reports to the Deputy CEO with quarterly reporting to the CEO.
Key Responsibilities
1. Economic Empowerment Programs
- Provide strategic oversight of YWCA-SA's economic empowerment programming, including financial literacy, financial coaching, one-on-one counseling, and asset-building services.
- Oversee partnerships with public and private institutions that result in new tools designed to build savings and assets among low-income participants.
- Monitor and assess program outcomes, performance measures, budgets, and service delivery to ensure quality and compliance.
2. Workforce Development Programs
- Oversee YWCA-SA's workforce development programming including Ready to Work, RESET, and related employment pathway initiatives.
- Build and maintain public and private partnerships that bring transformative supportive services and career pathways to program participants.
- Ensure programs are responsive to labor market trends and aligned with participants' career goals and barriers.
- Support program staff in delivering high-quality, trauma-informed, and culturally responsive workforce services.
3. Housing – Women’s Live and learn center - The Women's Live and Learn Center (WLLC) is a 30-unit residential campus providing stable housing paired with wraparound services, including on-site childcare, workforce development, and case management, for at-risk single women ages 18 to 25 and their children.
· Oversee day-to-day residential operations and case management services for WLLC residents, ensuring a trauma-informed, supportive living environment.
· Ensure compliance with all housing program requirements and funder expectations, while identifying opportunities for programmatic growth and replication.
4. Health Equity - YWCA-SA's Health Equity programming connects women and families to community health resources, health screenings, and maternal health support, addressing health disparities that disproportionately affect women of color in San Antonio.
· Oversee community health partnerships and programming, including women's health services and maternal health initiatives addressing maternal mortality among women of color.
· Manage grant compliance, reporting, and program oversight for all health equity contracts and partnerships.
5. Youth, College and career -YWCA-SA's Youth, College and Career programming prepares young people for postsecondary success through career exploration, college readiness support, and youth development programming, including Mi Carrera and related initiatives.

· Build partnerships with schools, higher education institutions, and employers to expand postsecondary and career pathways for youth.
6. Community Partnership and Mission Alignment
- Actively build and maintain cross-sector partnerships with employers, educational institutions, government agencies, and nonprofit organizations to expand economic opportunity for YWCA-SA participants.
- Identify emerging community needs and translate them into programmatic responses that remain grounded in YWCA-SA's mission to eliminate racism and empower women.
- Represent YWCA-SA in community coalitions, collaborative initiatives, and public engagement opportunities related to economic mobility and workforce development.
- Collaborate with the Director of Development to identify and pursue grant opportunities, providing programmatic expertise and data to support funding proposals.
7. Strategic Leadership and Staff Support
· Build and lead a high-performing, accountable team by establishing clear expectations, providing timely feedback, coaching employees, and addressing performance concerns appropriately.
· Model professionalism, integrity, accountability, collaboration, and respectful communication in interactions with employees, leadership, community partners, and funders.
· Guide overall strategy for the economic mobility portfolio while building the capacity of program leaders to execute with excellence and autonomy.
· Provide regular supervision, coaching, and professional development support to program staff, fostering a culture of accountability, learning, and continuous improvement.
· Collaborate with the CEO, Deputy CEO, and senior leadership team to align economic mobility initiatives with organizational strategy and mission.
· Support continuous improvement, program evaluation, and data-informed decision-making across all programs.
- Oversee and assess grant contracts, reporting requirements, program outcomes, budgets, timelines, and compliance activities for all economic mobility programs.
- Partner with the Director of Development to identify prospective funders, develop relationships with program officers, and provide program content for grant proposals and reports.
- Monitor and assess program budgets and expenditures, ensuring responsible stewardship of resources and alignment with funder requirements.
Qualifications
- Bachelor's degree required; Master's degree in social work, public policy, nonprofit management, or related field preferred.
- Minimum of 5 to 7 years of leadership experience in economic empowerment, workforce development, nonprofit management, or related field.
- Demonstrated experience managing community-based programs and diverse teams.
- Strong understanding of economic mobility, workforce development, financial empowerment, and community navigation strategies.
- Experience working with historically underserved communities and delivering culturally responsive programming.
- Proven track record of building and sustaining community partnerships and cross-sector collaborations.
- Experience with grant management, compliance, and funder reporting.
