Why does the job exist?
The Environmental Protection Compliance and Enforcement Bureau (EPCEB) within the New Mexico Environment Department (NMENV), Compliance and Enforcement Division, protects public health and the environment by ensuring compliance with environmental laws, regulations, permits, and enforcement requirements. The Bureau oversees compliance and enforcement programs for air quality, radiation control, and climate change, providing leadership, program oversight, policy guidance, and coordination with federal, state, Tribal, local, and private-sector partners. EPCEB manages regulatory compliance activities, enforcement actions, grants, budgets, and personnel while advancing environmental protection goals and supporting the NMENV mission to protect and restore New Mexico's environment.
This position is responsible for the overall administration of the Environmental Protection Compliance and Enforcement Bureau and its mission to protect the public, and the environment by ensuring compliance with, and enforcement of, statutory, regulatory and permitting requirements. This position guides and directs diverse professional staff in the Bureau's Air Quality, Radiation Control, and Climate Change sections to execute compliance and enforcement programs.
How does it get done?
Among other leadership responsibilities, the Environmental Protection Compliance and Enforcement Bureau Chief:
- Provides strategic leadership and oversight of compliance and enforcement programs to advance Department priorities and environmental protection goals
- Directs Bureau operations, including program performance, budgets, grants, contracts, and regulatory compliance
- Leads, develops, and holds managers and staff accountable through clear expectations, collaboration, and professional growth opportunities
- Builds effective partnerships with governmental agencies, stakeholders, regulated entities, and the public to support program objectives
- Ensures clear communication, transparency, and continuous improvement to promote efficient operations and informed decision-making

Minimum Qualification
Master's Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Animal Science, Engineering, or Chemistry and eight (8) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid driver¿s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage. Must be able to lift 25 lbs. In-state and out-of-state travel up to 20% of time. Position requires extensive communication interacting with contractors, the regulated community, environmental non-profit organizations, and the general public.
