The Town of DeWitt Water Department is seeking a Clerk II to join our team.

The successful candidate will play a key role in helping manage our brand-new Advanced Metering Infrastructure (AMI) system and will gain hands-on experience with utility operations and billing.
Responsibilities include:
- Utility billing and account management

- Supporting the day-to-day operations of the Water Department

DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing difficult and responsible clerical duties. Under general supervision, performs advanced clerical work. Employees may plan, assign, and review work of a number of subordinate clerical workers engaged in clerical activities or do the more advanced clerical work requiring the application of varied and involved procedures and the frequent use of a higher degree of independent judgment. Important departures from standard practices and procedures are referred to a superior for final decision. Work is usually reviewed upon completion for achievement of desired result. Does related work as required.
· Checks accuracy and completeness of documents and application forms presented for filing, recording or other administrative action; assigns numbers to incoming applications, issues licenses and permits of various kinds.
· Receives and examines legal instruments such as liens, mortgages and business certificates for compliance with pertinent statutory requirements, records, indexes and files documents.
· Examines payment of claims of vendors for accuracy, checks contract claims relating to road construction, sewers and buildings.
· Posts invoices, vouchers and other accounting and cost data according to prescribed or standard classification.
· Checks and prepares bills for payment; makes out payment orders.
· Maintains attendance, personnel, and payroll records; makes out work sheets; post assignments.
· Responds to inquiries from other units, agencies and the public concerning the operations of the unit or program area.
· May edit, review and correct data processing information by comparing computer printouts with source documents and other records.
· May occasionally type a variety of routine forms reports or related documents.
· Prepares requisitions; receives and distributes supplies; keep perpetual inventory and consumption records.
· May operate office machines.
· May supervise subordinate employees in performance of simple clerical duties such as posting, filing, typing or mailing; trains newly appointed employees.
When Assigned to The Town of DeWitt Water Department
· Answer all general inquiries & records information.
· Alerts appropriate personnel of water main breaks, outages, or another problems & updates website.
· Reads & interprets data from the water system monitoring equipment.
· Report indications of major system problems, relays location, and subsequent actions taken to appropriate staff.
· Transmits messages & orders by phone between the various units working in the field.
· Records new & corrected information into computers & files.
· Interacts with customers, contractors, other utilities, and various engineers on matters concerning water main location & sizes, metering and backflow information.
· Research costs associated with the water distribution system to determine methods for improvement or change & maintain a spreadsheet for water purchasing.
· Administers backflow tracking/testing software & oversees new applications and approvals coming in.
· Tracks the collection of water samples throughout the system for testing & analysis as required by Public Health Law & standards.
· Public water systems monthly operation report.
· Tracking incoming invoices, entering accounts payable & generating vouchers to be reviewed by Dept Head & Comptroller.
· Tracks Usage Reports generated by meter readers & sends letters to customers for stopped/non-working meters.
· Entering changes-out information into accounts for meters, meter heads, MXU's, batteries, touch pads or bad wires replaced on meters.
· Books appointments for change outs, leaking meters & other plumbing concerns, coordinates with field staff to turn water on/off for repairs, etc.
· Coordinates with field staff for flow tests. Calculates results & records on a spreadsheet & maintains filing system. Relays information to customers.
· Annual tax write offs of all unpaid water debts & enters onto a spreadsheet to be sent to the county to be placed on Real County Property tax bills.
· Responsible for monthly, quarterly, semiannually, and annual billing for the Town of DeWitt residents.
· Maintain tracking of post office funds/trips & bills sent out.
· Explain policies & procedures & Town code to residents.
· Supervise clerks & assign work accordingly.
· Develop and implement necessary department policies and training guides.
· Maintaining and updating data for the Lead & Copper Program to ensure regulatory compliance,
· Assist with multiple programs & projects throughout the year as well as many capital improvement projects

The incumbent must engage all interactions with a “Client First Attitude” and work collaboratively with all Town of DeWitt staff members. They also must possess the ability to diffuse difficult situations where the public may have a problem that has the potential to escalate.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of general office terminology, procedures, equipment, and clerical techniques.
Good knowledge of business English, spelling, and arithmetic.
Ability to understand and carry out complex oral and written instructions.
Ability to make minor decisions in accordance with laws and regulations and to apply these to work problems.
Ability to make arithmetic computations accurately and with reasonable speed.

One (1) year of permanent competitive class status as a Clerk I, Typist I, Stenographer I, Account Clerk I, Library Clerk I, Data Entry Equipment Operator, WIC Assistant, WIC Assistant (Spanish Speaking), Public Health Assistant or Training Unit Assistant.

Two (2) years of clerical work experience which involved the performance of routine office tasks, such as keeping of records and accounts, correspondence, recording/entering (keying) and retrieving data and/or information, in accordance with prescribed procedures.
NOTE: Post secondary education in a regionally accredited or New York State registered educational institution with a concentration in secretarial science may be substituted for the above-described experience on a year-for-year basis.
