Position Summary & Responsibilities

The position (K0224876)
This position has overall responsibility for review and approval of all new construction, remodeling, and renovation projects for Acute and Continuing Care facility types under the regulatory jurisdiction of the KDHE/Bureau of Facilities and Licensing. This includes the review and approval of code footprints submitted for construction projects to meet the Facility Guidelines Institute (FGI) Guidelines according to current state licensure regulations.
This position has overall responsibility for the inspection of facilities subject to the Life Safety Code survey and certification for Medicare/Medicaid certification. This includes, Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICFs/IID), Ambulatory Surgical Centers (ASC), inpatient Hospice facilities, Critical Access Hospitals (CAH), Psychiatric and General Hospitals, including validation surveys of accredited facilities and complaint investigations. Conducts comprehensive interviews of facility managers and other staff to determine level of compliance with standards. Participates in and conduct relevant on-site activities, including without limitation inspections, required conferences, tours, and interviews. Analyzes and interprets all data submitted by the organization.
Job Responsibilities may include but are not limited to the following:
Documents all observations in a thorough, accurate manner utilizing applicable surveyor technology, providing adequate indication of non-compliance where appropriate. Submits survey findings in a complete and accurate manner and consult with other Program Managers and or the survey team leader as appropriate. Interprets and explains the intent of the standards to the organizations personnel in a detailed, constructive, sensitive, and professional manner.
This position requires onsite inspections to ensure compliance with International Building Code (IBC) codes, National Fire Protection Association (NFPA) standards, Centers for Medicare and Medicaid Services (CMS) standards and the Kansas Fire Prevention Code.
Completes required job-related reports, including work time reports, travel logs and vehicle logs in a timely manner. Attends and participates in job-related meetings and on-going in-service/training programs as directed. Participates in and testifies at legal hearings and/or courts of law as required.

Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Minimum of eight years of experience in facilities management or at least five years in a management position in engineering, facilities management, hazardous materials and waste management, emergency preparedness, biomedical equipment, and/or utility systems as well as experience as the organization's Safety Officer.

Completion of the CMS Basic Life Safety Code (BLSC) Training intended to establish and refine surveyor skills and understanding of the Life Safety Code (LSC) survey process. Knowledge of LSC regulations, and associated CMS guidance and policy.
