Compensation: $75,000 Professional Fee (paid in monthly installments pending ongoing completed milestones)

Travel: High. Extensive travel throughout Ellis, Haskell, Wilbarger, and Armstrong Counties is required for field audits, university chapter launches, and stakeholder engagement (travel expenses/stipends provided).

POSITION OVERVIEW
The Energy Management Alliance (TEMA) is seeking a results-oriented Regional Impact Liaison to serve as the primary field lead for the Vision 2030 project execution. This contractor will coordinate the logistics between university student chapters and public entities. A core objective of this role is collaborating with the TEMA leadership team to facilitate the delivery of the Accredited Energy Manager In-Training curriculum to university students, start student chapters, assist in on-site training for faculty and staff at targeted public entities, and ensure project readiness for targeted infrastructure investments within North and West Texas.
KEY RESPONSIBILITIES & DELIVERABLES
Milestone 1: Regional Mobilization & Chapter Development
· Launch strategic outreach recruitment in North and West Texas, specifically focused around Ellis, Haskell, Wilbarger, and Armstrong Counties.
· Finalize MOUs with university partners in coordination with the COO, regarding student capstone initiatives to complete energy audits at rural public entities.
· Lead the recruitment, chartering, and leadership training for university student chapters.
Milestone 2: Entity Onboarding & Faculty Training
· Secure “Pilot Partner” agreements and 36 months of historical utility data from rural public entity facility managers.
· With COO and Curriculum & LMS Specialist assistance, organize and lead on-site workshops for faculty and staff at pilot entities to bridge the gap between audits and operations.
· Identify and onboard local “Energy Champions” within public entities to serve as internal advocates for operational sustainability.
Milestone 3: Field Execution & Project Readiness
· Coordinate physical deployment of student audit teams, managing equipment distribution and safety compliance.
· Enforce “zero-incident” protocols and ensure teams are OSHA-trained with proper PPE.
· Assist public entities and faculty in identifying deferred maintenance priorities.
· Coordinate shadowing opportunities for local CTE students during facility retrofits.
QUALIFICATIONS
Relationship Management & Stakeholder Outreach
· Rural Texas Engagement: Strong familiarity with rural community dynamics in Texas, with a preferred track record of working directly with public school superintendents, county judges, county commissioners, and facility administrators.
· Academic & Student Engagement: Experience working with higher education institutions (deans, engineering faculty, or student organizations) to support student-led initiatives or capstone projects.
· Energy Champion Onboarding: Ability to identify, recruit, and onboard local "Energy Champions" within public entities, serving as their primary advisor and project coordinator.
Logistics & Field Coordination
· Multi-site Operations: Proven experience managing off-site logistics, scheduling, and resources across multiple geographic locations (specifically coordinating across Ellis, Haskell, Wilbarger, and Armstrong Counties).
· Data and Document Acquisition: Experience coordinating the collection of administrative records, such as retrieving and organizing 36 months of historical utility billing data from public entities.
· Resource Management: Ability to manage, track, and safely distribute field equipment (thermal sensors, IoT devices) and safety gear to dispersed student teams.
Trades & Technical Alignment
· Public Facility Awareness: General operational understanding of municipal and public facility infrastructure (e.g., HVAC systems, lighting, boilers, and building envelopes) to effectively discuss deferred maintenance backlogs with facility managers.
· CTE and Vendor Coordination: Experience coordinating with mechanical/electrical trade vendors and facilitating mentorship or shadowing opportunities for high school Career and Technical Education (CTE) students.
Safety & Risk Management
· "Zero-Incident" Compliance: Understanding of basic field safety procedures and OSHA-aligned safety standards.
· Liability Protocols: Experience ensuring field teams strictly adhere to safety compliance protocols and are properly covered under specialized secondary liability insurances.
Skills, Abilities & General Requirements
· Communications: Outstanding verbal and written communication skills; ability to confidently pivot communication styles between academic engineering chapters, rural public administrators, and local trade contractors.
· Mobility: Must possess a valid Texas driver's license, a clean driving record, a reliable personal vehicle, and a willingness to travel extensively throughout the designated North and West Texas pilot counties (travel expenses covered under the program budget).
· Self-Sufficiency: A proactive self-starter capable of managing multiple local partnerships, tracking deadlines, and coordinating pilot logistics independently under minimal daily supervision.
Education & Experience
· Experience: 5+ years of professional experience in project management, regional liaison work, community outreach, public administration, or field operations management.
· Education: Bachelor’s degree in Public Administration, Business, Communications, Engineering, or a related field. Equivalent, highly relevant field experience in municipal utility management or regional school district operations will be strongly considered. Equivalent work experience will be considered.
TEMA CONTRACTOR STANDARD REQUIREMENTS (ALL ROLES)
· Independent Status: Must operate as an independent contractor (1099) and provide proof of appropriate professional liability insurance.
· Funding Context: This project is a foundational pilot sponsored by Google. Contractors must adhere to high standards of reporting, milestone verification, and data integrity as required by the sponsorship agreement.
· The "Grid-to-Grit" Mindset: Contractors must possess the unique ability to translate complex, grid-level technical concepts (high-tech "Grid") into actionable, practical tasks for local trades and rural public operators (local "Grit").
· Ethics & Transparency: Strict adherence to TEMA governance is required. All contractors must maintain absolute transparency regarding project findings and the allocation of the $250,000 Infrastructure Fund, which will be at the discretion of Google representatives.
· Regional Mobility: A high degree of mobility is expected. Contractors must be able to travel extensively throughout Ellis, Haskell, Wilbarger, and Armstrong Counties to ensure physical oversight of audits and stakeholder relations.
· Collaborative Ecosystem: Success in these roles requires working in a "pincer" model—balancing the technical needs of university researchers with the operational constraints of rural facility managers.
