The Vice President of Operations leads a defined sub-region of the operating portfolio, directing a large, multi-site organization through the Regional Property Managers and their teams. The role develops those teams to achieve the company's operational, financial, and compliance goals while building strong, stable teams and a positive culture that reinforces TAM Residential's standards and resident-service commitment. The VPO is accountable for portfolio performance, people leadership, and execution across their assets — setting clear priorities and leading proactively to outcomes rather than reacting to day-to-day fires.
ESSENTIAL JOB FUNCTIONS:
Team, Talent & Bench
- Builds and maintains a deep bench of talent. Proactively recruits from an established personal and professional network to fill current openings and anticipate future needs, so RPM and critical site roles are backfilled quickly with proven performers rather than left open or filled reactively.
- Owns staffing outcomes across the sub-region. Keeps a live, vetted pipeline of RPM and site-leader candidates; treats retention and fast, high-quality backfill as a primary measure of the role.
- Retains, hires, trains, and develops qualified personnel. Supervises and evaluates the work of all personnel in the sub-region and builds clear development paths that keep strong people growing and staying.
- Documents performance consistently, coaches directly, and partners closely with HR to develop strong performers and address underperformance promptly and appropriately.
- Leads a large, multi-layer organization (RPMs and their site teams) across multiple properties and markets, setting clear priorities and holding each level accountable for its outcomes.
- Builds a strong, positive team culture — investing in team development, recognizing wins, and creating an environment where strong people want to stay and grow.
Portfolio & Financial Performance
- Assumes overall responsibility for the day-to-day management of all managed assets within the sub-region and implements action plans and strategies for maximizing property performance.
- Diagnoses the root cause of underperformance and drives issues to resolution — stepping in where needed rather than managing around the problem or waiting for it to escalate.
- Takes full ownership of distressed and underperforming assets — generating and driving the revival/turnaround plan from launch through stabilization, with weekly updates, proactive follow-up, and course correction. These plans are owned and driven by Operations.
- Reviews portfolio dashboards and key data (occupancy, delinquency, rent roll, CRM) on at least a weekly basis to set priorities, direct RPMs, and manage to KPIs — stepping back to lead strategically rather than filling gaps onsite.
- Participates in developing the business plan and continually seeks strategies to enhance the economic performance of the region and company, including identifying opportunities to increase income and reduce expenses.
- Prepares a proposed annual budget of income, expense, and capital improvement for approval as part of the Annual Business Plan, and administers the approved budget, monitoring status and adjusting allocations as needed.
- Obtains written approval from the Head of Property Operations for proposed expenditures above the threshold established in the annual plan.
- Prepares monthly income and expense variance statements with supporting documentation and submits required reporting accurately and on time in the company's required format.
- Reviews all delinquent accounts and pursues required action. Annually reviews contractual services and rebids where appropriate to secure competitive pricing.
Systems, Compliance & Standards
- Maintains working proficiency in the company's core systems (Entrata and CRM) and holds teams accountable for data integrity, including accurate rent rolls and correct lease-charge setup.
- Understands the compliance obligations of an affordable portfolio (LIHTC, PFC/HFC) and ensures teams meet file, documentation, and move-in requirements. Complies with all TAM Residential policies and procedures.
- Complies with the Federal Wage and Hour Act, OSHA, the Workers' Compensation Act, and all applicable federal, state, and local statutes and regulations, and ensures all required licenses, permits, and notices are maintained and posted.
- Communicates with each Regional Property Manager at least weekly on marketing, occupancy, budget conformance, personnel, capital improvements, and other material topics, following up with clear written action items and deadlines.
- Partners with Asset Management on asset strategy and aligns on goals for the portfolio, while owning operational execution.
- Attends and participates in industry association meetings and seminars to stay current on market trends, and maintains detailed knowledge of the primary market.
SKILLS + ABILITIES:
- An established network of industry talent and a demonstrated ability to attract, recruit, and backfill high performers from it.
- Proven people leader at scale: able to lead large, multi-site teams across multiple layers, move independent groups toward shared goals, empower and hold subordinates accountable, and build a positive, high-performing culture.
- Performance-oriented and highly motivated to produce results, with a demonstrated track record of doing so.
- Strong prioritization and judgment — able to step back from daily fires, read the data, and lead to outcomes.
- Excellent oral and written communication skills; disciplined about notes, action items, and follow-through.
- Computer literate with working knowledge of property management systems; sound knowledge of real estate management and progressive operating practices across asset types.
EDUCATION + EXPERIENCE:
- Undergraduate degree in a related field preferred.
- Minimum of five years in portfolio operations across 10,000 units or more preferred, with progressively increasing responsibility from property manager through multi-property management.
- Track record of building and retaining high-performing teams, including sourcing and hiring talent from an established personal network.
- Experience in affordable and mixed-income operations (LIHTC, PFC/HFC) strongly preferred.
- CPM, CSM, or RPA designations preferred. Detail-oriented and able to focus effectively amid frequent interruptions.
SUPERVISORY RESPONSIBILITIES:
- Manages Regional Property Managers, who in turn manage portfolio property staff.
- Carries out supervisory responsibilities in accordance with company policy and applicable law: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining; and addressing complaints and resolving problems.
TRAVEL REQUIREMENTS:
- Travel may be required regionally and nationally.
WORKING CONDITIONS:
- Ability to operate in an open work area with moderate everyday noise.
- Ability to work from multiple locations.
- Ability to perform other duties as required.
MOTOR VEHICLE RECORD (MVR) REQUIREMENT:
- Must maintain a valid driver’s license, acceptable Motor Vehicle Record (MVR), and current auto insurance when operating a vehicle or motorized equipment for company business. Employment in this role is contingent upon meeting company driving standards.

COMPENSATION:
- $175,000 - $200,000 plus Discretionary Bonus up to 30%
BENEFITS:
Associates who are regularly scheduled for and work 30 hours or more per week are eligible for company-sponsored benefits the 1st day of the month, following completion of 30 continuous days of employment. Benefits offered include medical, dental and vision coverage, as well as 401K and life insurance. Regular, full-time associates are eligible to accrue paid time off (PTO) and holiday pay.
