Summary: Under the direct supervision of the Superintendent, the Facilities and Maintenance Director keeps the district's buildings in a state of operating excellence that prevents problems or interruptions to the educational program by supervising the construction and maintenance of all school buildings, grounds, and equipment. Education and General Qualifications
- Minimum Requirement: High school diploma or equivalent.
- Preferred Capability: Proficiency in Microsoft Word and Excel.
- District Discretion: Acceptable alternatives to standard qualifications as approved by the Board of Education.
Professional Experience
- Leadership: Three years of supervisory or leadership experience preferred.
- Staff Management: Proven experience in managing, scheduling, and assigning personnel effectively.
- Operational Autonomy: Demonstrated ability to work independently and meet strict timelines.
- Industry Experience: Preferred background in custodial maintenance, construction management, or general construction.
- Project Collaboration: Experience working with architects, construction supervisors, and inspectors.
- Financial Management: Experience operating within an allocated institutional budget.
Technical Knowledge and Certifications
- Trade Skills: Demonstrated knowledge in electricity, plumbing, HVAC, carpentry, and groundskeeping.
- HVAC Systems: Specialized knowledge of various types of HVAC systems.
- Professional Certifications: State certifications (or immediate eligibility) in plumbing, construction, refrigeration, or pesticides preferred.
- Compliance Regulations: Comprehensive knowledge of school asbestos regulations and facility operations.
- Safety Programs: Familiarity with confined spaces, lock out/tag out, Personal Protective Equipment (PPE), Right to Know (SDS Sheets), and Integrated Pest Management (IPM).
Communication and Cognitive Skills
- Public Speaking: Ability to present effectively before the Board of Education, administrators, staff, contractors, and vendors.
- Document Comprehension: Ability to read and interpret safety programs, operating manuals, and procedure manuals.
- Written Communication: Ability to write routine reports, professional correspondence, and enforce safety records.
- Problem Solving: Strong analytical skills to evaluate facility needs and solve operational problems using common-sense logic.
- Relational Skills: Ability to establish and maintain positive working relationships with students, staff, and the community.
Physical Requirements and Testing
- Screening: Ability to successfully pass a written and physical competency test.
- Heavy Lifting: Frequent lifting or moving of up to 50 pounds (e.g., cleaning supplies, unloading trucks).
- Maximum Lifting: Occasional lifting or moving of up to 90 pounds (e.g., salt bags, bulk furniture).
- Physical Exertion: Ability to push and pull heavy items like tables, bleachers, and industrial scrubbing machines.
- Policy Compliance: Commitment to performing all physical and supervisory duties in strict accordance with district requirements and Board policies.
Essential Duties and Responsibilities:
Facilities Operations and Maintenance
- Plan, schedule, and oversee all preventive, corrective, and predictive maintenance for buildings, grounds, and equipment in alignment with district policy and operational priorities.
- Conduct routine and periodic inspections of facilities; document findings and initiate timely corrective actions.
- Perform and/or direct minor plumbing, electrical, HVAC, structural, and hardware repairs; ensure proper cleaning and preservation of designated equipment.
- Monitor and operate facility systems (e.g., boilers, compressors, unit ventilators, fans); perform operator adjustments; maintain required logs and records.
- Implement and manage a district-wide work order program; prioritize tasks to meet deadlines, including those with severe time constraints.
- Ensure safe operations around moving mechanical equipment and chemicals; enforce proper handling, storage, and use of petroleum products, degreasers, sprays, and other hazardous materials.
- Maintain inventory and proper storage of maintenance and custodial supplies, tools, and equipment; analyze needs and recommend procurements.
Capital Projects, Contracting, and Compliance
- Prepare written specifications and cost estimates for maintenance projects and contracted services; manage bidding in accordance with purchasing policies.
- Oversee and inspect work performed by contractors; verify compliance with specifications, codes, and quality standards; approve invoices when work is satisfactory.
- Maintain current files of building plans, specifications, warranties, and O&M documentation; review construction plans and recommend improvements to design, maintainability, safety, and lifecycle cost.
- Prepare progress reports on construction, renovation, and major maintenance activities; coordinate among architects, contractors, and district stakeholders.
- Ensure district compliance with all applicable Local, State, and Federal regulations (e.g., MIOSHA, EPA, state fire codes, asbestos management, ADA, storm water, energy conservation).
- Serve as the district’s point of contact with relevant agencies and partners, including the County Health Department, MIOSHA, Workers’ Compensation carrier (facility safety), State Fire Marshal, and County Drain Commission.
Leadership, Supervision, and Training
- Directly supervise maintenance personnel; lead hiring, onboarding, training, scheduling, evaluation, discipline, and effective utilization of staff.
- Develop and deliver in‑service training on new equipment, safety procedures, and work methods; maintain training and certification records.
- Establish and enforce safety work rules; lead a continuous safety program and ensure safe work practices across all shifts and sites.
- Complete written performance evaluations; uphold district ethical and professional standards.
- Build a proactive culture where maintenance staff maintain a sharp eye for detail across the entire campus.
Budgeting and Administration
- Prepare studies and cost estimates to support the operations and maintenance (O&M) budget; assist with General Fund and Capital Projects Fund planning.
- Collaborate with Business Manager and central administration to develop, monitor, and control budgets for custodial, maintenance, and contracted services.
- Prepare proposals/specifications for summer and special projects; lead identification, assessment, planning, cost analysis, and contractor coordination.
- Manage departmental payroll, overtime, vacation schedules, job bids, and job qualifications in partnership with Human Resources.
- Submit and maintain all reports required by State agencies, the Board of Education, and district administration; assist with state‑mandated cost and reconciliation reports.
Asset Protection and Appearance
- Assume responsibility for the care, cleanliness, safety, and overall appearance of district buildings and grounds, including year‑round HVAC checks and seasonal needs.
- Recommend and administer systems and procedures that protect and preserve district property, equipment, and infrastructure.
Work Conditions and Availability
- Work primarily indoors with occasional outdoor duties; work near moving mechanical equipment and around chemicals using appropriate PPE and controls.
- Maintain 24‑hour on‑call availability for district‑wide facilities and operations emergencies.
Governance and Representation
- Attend Board of Education meetings and other sessions as requested; present plans, budgets, progress updates, compliance matters, and recommendations.
- Support administration in labor‑related matters, including contract negotiations with custodial/maintenance units, as requested.
