This is a grant-funded position. Continuation of the position is contingent upon continued grant funding, program need, and applicable approvals.
GENERAL RESPONSIBILITIES
The WIOA Youth Coordinator coordinates and implements the Yukon-Koyukuk School District WIOA Youth program and provides active, intensive case management for eligible in-school and out-of-school youth. The Coordinator recruits and enrolls participants; coordinates individualized education, training, work experience, and employment pathways; maintains complete and timely AlaskaJobs and participant-file documentation; develops employer and workforce partnerships; monitors program quality and expenditures; and supports participants through follow-up and successful education and employment outcomes.
QUALIFICATIONS
Education: Bachelor's degree in workforce development, education, counseling, social work, human services, business or public administration, or a related field preferred. An equivalent combination of relevant education, training, and experience may be considered.
Experience: Three years of successful experience in workforce development, youth services, education, case management, counseling, employment and training programs, grant-funded programs, or a closely related field preferred. Experience working with rural Alaska communities, employers, schools, or youth experiencing barriers is preferred.
Knowledge, Skills, and Abilities: Knowledge of or ability to learn WIOA Youth eligibility, program elements, performance requirements, WEX, follow-up, and documentation standards; strong case-management, communication, organization, partnership-development, data-entry, reporting, and fiscal-monitoring skills; ability to maintain confidentiality, manage deadlines, work independently, travel, and use electronic information systems. AlaskaJobs experience is preferred.
DUTIES & EXPECTATIONS
1. Coordinate day-to-day implementation of the district's WIOA Youth program in accordance with the approved Scope of Work and budget, WIOA requirements, Alaska Workforce Investment Board guidance, district policy, and applicable state and federal requirements.
2. Develop and maintain sustainable outreach, recruitment, and referral systems for eligible in-school youth (ISY) and out-of-school youth (OSY) through YKSD communities, RAVEN Homeschool, Fairbanks/Delta Junction-area partners, tribal organizations, partner districts, and community organizations, as operationally feasible.
3. Conduct participant orientation, intake, eligibility determination support, enrollment, and collection and verification of required documentation.
4. Coordinate and document comprehensive Objective Assessments; develop, implement, and regularly update each participant's Individual Service Strategy (ISS); and provide active case management, career guidance, progress monitoring, barrier resolution, and participant advocacy.
5. Connect participants with applicable WIOA Youth program elements and individualized services, including career exploration, CTE, workforce preparation, tutoring, occupational skills training, supportive services, leadership development, mentoring, postsecondary transition, and employment services.
6. Coordinate access to approved training, dual credit, credentials, micro-credentials, apprenticeship preparation, and postsecondary pathways aligned with each participant's ISS and employment goals.
7. Develop summer, CTE-connected, and year-round work experience (WEX) opportunities with employers, schools, community organizations, apprenticeship programs, and workforce partners; place participants and monitor their progress, safety, supervision, and worksite experience.
8. Complete and maintain WEX agreements, worksite records, wage and expenditure documentation, progress evaluations, and other required records; monitor WEX participation, employer capacity, and expenditure pacing to support the required WEX expenditure threshold and approved budget.
9. Build and maintain effective partnerships with employers, workforce agencies, tribal organizations, training providers, postsecondary institutions, apprenticeship programs, community organizations, district staff, participants, and families.
10. Coordinate allowable participant training and supportive services based on documented need, the ISS, program policy, and available funding, while supporting equitable access for youth experiencing WIOA-defined barriers.
11. Maintain accurate, complete, timely, and confidential participant records in AlaskaJobs and district files, including eligibility, assessments, ISS updates, case notes, services, WEX, training, supportive services, measurable skill gains, credentials, outcomes, and follow-up.
12. Provide and document required follow-up services for exited participants, including education and employment retention support, barrier resolution, referrals, and outcome verification.
13. Track participant progress and program performance related to enrollment, measurable skill gains, credential attainment, education and employment placement, retention, median earnings, WEX participation, and other required WIOA outcomes.
14. Establish and maintain regular quality-assurance and compliance processes, including participant-file and AlaskaJobs reviews, documentation checks, data-validation readiness, corrective actions, and follow-up on identified deficiencies.
15. Prepare required program reports, participant projections, performance updates, enrollment and service summaries, WEX information, and fiscal-status materials for YKSD, AWIB, and other funding or oversight agencies.
16. Coordinate with the CTE Director and YKSD Fiscal Team to monitor the approved budget, expenditures, obligations, participant costs, WEX spending, and fiscal pacing; promptly report issues that may require technical assistance, corrective action, or revision of the budget or Scope of Work.
17. Coordinate WIOA Youth services with YKSD CTE, RAVEN Homeschool, AK Grad, district schools, counselors, and training partners; participate in required training and technical assistance; protect participant confidentiality; and travel as necessary to recruit participants, engage partners, coordinate services, and monitor worksites.
18. Perform other duties as assigned.
EQUIPMENT USED
Standard office equipment, including computer, printer, copier/scanner, telephone system, video conferencing, and electronic case-management and data systems, including AlaskaJobs.
INDEPENDENT DECISIONS
Makes routine and program-related decisions within WIOA requirements, the approved Scope of Work and budget, School Board policy, district procedures, and supervisory direction. Refers significant compliance, fiscal, personnel, participant-safety, and program-policy matters to the CTE Director.
PRIMARY WORKING CONTACTS
CTE Director, district administrators, fiscal staff, school staff, counselors, RAVEN Homeschool staff, students, participants, parents/guardians, employers, worksites, workforce agencies, tribal organizations, training providers, postsecondary institutions, apprenticeship programs, community partners, AWIB staff, and other state and federal program representatives.
SUPERVISION RECEIVED AND EXERCISED
Receives oral and/or written direction from the CTE Director or assigned district administrator. Provides functional coordination and oversight of participant activities and WEX placements. Responsible for participant safety and supervision when participants are directly under the coordinator's care. This position does not exercise formal supervisory authority over district employees unless assigned.
UNUSUAL WORKING CONDITIONS
Some evening and weekend work may be required. Regular travel within Fairbanks and travel to rural Alaska communities may be required, including travel in small aircraft and work in variable weather conditions. The position may require schedule flexibility to support participants and monitor worksites.
PHYSICAL AND MENTAL DEMANDS
The physical demands include frequent sitting, standing, walking, speaking, writing, hearing, viewing computer screens, and fine-finger dexterity; occasional lifting, carrying, pushing, and/or pulling; and lifting up to 40 pounds. The position requires sustained attention to detailed records, deadlines, confidential information, participant needs, regulatory requirements, and multiple concurrent priorities.
EVALUATION
Annual written evaluation by the CTE Director or assigned district administrator.
