Duties Description Under the supervision of the Director of Quality Assurance, the incumbent will review, evaluate and monitor the delivery of services, and quality of care provided, to youth placed in Division of Juvenile Justice and Opportunities for Youth (DJJOY) facilities and receiving community-based, and aftercare services through DJJOY Community Multi-Services Offices (CMSO). Analyze and interpret established regulatory requirements, policies, and standards to ensure that programs, services and mental health treatment are delivered in accordance with Office of Children and Family Services (OCFS) policies, and New York State and Federal laws. Independently conduct on-site and remote reviews of services and programs provided to youth in DJJOY facilities and CMSO. Develop an outcome-based methodology to determine whether these programs and services meet the standards, achieve the goals and mission of DJJOY, and fulfill legal and regulatory requirements. Collect, analyze and evaluate data about the effectiveness of program elements and treatment modalities, and recommend remedial action, where indicated. Periodically review and revise policies, methods, and procedures for assessing program areas and services. Conduct quality assurance reviews to investigate complaints and reports of deficiencies. Identify deficiencies, and recommend corrective action. Assist higher-level staff as they triage and prioritize incident reports and complaints by youth in DJJOY facilities, and their families, that may indicate problems with quality of care. Prepare reports and assessments for higher-level staff. The incumbent may also supervise Standard Compliance Analyst 1 staff.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
Provisional:
One year of permanent competitive service as a Standards Compliance Analyst 1 (Youth Services).
OR
A bachelor's degree; AND at least one (1) year of full-time experience in a residential facility for court-adjudicated youth, a community multi-services office (CMSO), a community-based program for youth, a county, or local government agency that works with vulnerable populations, or in a designated quality assurance program; AND at least two (2) years of full-time quality assurance* experience in a residential facility for court-adjudicated youth, or in an agency or program responsible for providing services to a vulnerable population;
OR
A master's or higher degree; AND at least two (2) years of full-time quality assurance* experience in a residential facility for court-adjudicated youth, or in an agency or program responsible for providing services to a vulnerable population.
- Quality Assurance includes experience where your primary responsibilities include ALL of the following:
1. Reviewing, developing, and maintaining policies and procedures;
AND
2. Ensuring that these policies and procedures are implemented so as to promote compliance with the requirements of regulatory and accrediting bodies;
AND
3. Evaluating the operations of the agency, program, or residential facility so as to promote adherence to federal, State, and internal standards and regulations.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
