Full Job Description

Duties Description The Project Management Office (PMO) is currently supporting two related modernization projects within the Office of Higher Education (OHE). Once of these projects is for the Office of Teaching Initiatives (OTI), which will modernize the New York Education Department’s system for teacher certification processing (TEACH). The other project is for the Office of College and University Evaluation (OCUE), which will replace the manual systems to register academic programs with NYSED with a Software as Service (SaaS), Cloud-based, low-code platform, as there is currently no online system for these registrations. There will be two Project Coordinators, SG-NS (EQ-27) assigned to support these projects, with one serving as the Technical Architect, and one serving as the Lead Analyst. The Project Coordinator serving as the Lead Analyst will be responsible for reporting to the Project Director, and guiding the Project Assistants to define the current processes and future requirements required for each project. Duties of this position include, but are not limited to the following:

Work with the Project Director to manage the modernization effort, ensuring that ITS standards are followed, and stakeholder communication is efficient and clear on all progress and issues related to the project;
Work with the project stakeholders to understand and document the current “As-Is” systems and processes;
Become Subject Matter Expert (SME) in the system and office processes, and the point person for all requirements;
Work with project stakeholders to document areas of inefficiencies within the current systems and related processes and identify areas for business process improvement;
Work with the project stakeholders and any future implementation team to document the future, “To-Be” system requirements;
Work with the Project Director to create an RFP by identifying functional and non-functional requirements and deliverables;
Work with the Contract Administration Unit to manage RFP workflow, including review and update to RFP content;
Work with the Project Director and selected implementation vendor to break the project down into manageable segments (INVEST) by creating and documenting the product backlog, epics, feature and user stories as well as acceptance criteria;
Participate in Sprint planning, backlog development, sprints, reviews, retrospectives, and daily stand-up meetings;
Assist with data migration by analyzing and documenting the current database requirements, fields, issues, data corruption, and creating data mapping documents;
Develop Quality Assurance test plans and provide testing throughout all phases of the software implementation;
Work with Project Director, project stakeholders, and implementation vendor to prepare training documentation and provide support as the new system is introduced to internal and external users; and
Other project-related duties, as assigned.

Minimum Qualifications Candidates must have at least 9 years of experience leading the analysis of modernization efforts*; providing large teams with guidance related to business systems improvement and software implementation. Two years of experience must have been at a supervisory level.

Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:

Experience working with NYSED on similar modernization projects.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of experience and degrees will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
