Full Job Description

Duties Description Under the direction of the Deputy Director within the Office of Victim Services, the Manager of Training oversees the OVS Training and Outreach Unit. Specific duties include, but are not limited to:

Oversee the development, coordination, delivery, and evaluation of all agency training, outreach, engagement, and research efforts related to gaps in victim services.
Collaborate with OVS-funded Victim Assistance Programs (VAPs) and allied professionals to help improve services, build stronger networks, and enhance the quality of services made available to victims in New York State.
Perform regular analysis of Training & Outreach Unit budget and spending needs.
Manage and review all Training & Outreach Unit expenditures, including contract payments and operations purchases.
Maintain proper federal and state procurement compliance.
Design, develop and test Training & Outreach Unit quality assurance measures.
Manage a time-task deliverables database; input all Training & Outreach Unit special project status details to reflect real-time updates and progress
Research, identify vendors, and procure training services in accordance with State and federal procurement requirements.
Administer and oversee proper management of all state operation contracts for the Training & Outreach Unit; oversee all contract compliance requirements, including reporting and ensuring project deliverables are achieved; implement and manage corrective action measures if contract deliverables are not on task or on time.
Create, organize and maintain standard operating procedures for all Training & Outreach Unit efforts.
Maintain regular communication with contract partners, vendors, and victim assistance community stakeholders.
Oversee and moderate all communication efforts on VAP Connect, an online forum for OVS-funded VAPs from across New York State.
Manage the software-as-service contract to host OVS Resource Connect, an online concern-based search engine designed to help crime victims find resources provided by OVS-funded VAPs from across New York State.
Oversee and manage maintenance of OVS Resource Connect, including the routine updating of more than 500 resources.
Draft and submit when necessary, discretionary grant applications, including the project proposal, time task plans, budget, and budget narratives; oversee grant activities and ensure all grant deliverables are achieved.
Review, approve, and submit Unit self-award application(s) for direct services using federal Victims of Crime Act funding.
Oversee self-award memorandum of agreement implementation efforts, including program planning, budgeting, and compliance requirements.
Research, identify, and implement best practices for modern adult learning needs.
Oversee and manage state-wide research efforts, including training needs assessments to identify gaps in training for victim service providers, best practices for adult learning needs, and victims of crime needs assessments to identify key gaps in services and underserved populations. Present research findings to key stakeholders.
Develop multi-year training plan reflective of key research findings and implement training efforts through a systematic project management approach. Define each training project’s scope, goals, deliverables, tasks required to complete and allocate project resources, including staffing requirements accordingly.
Oversee training event announcement distributions, registration databases, and day-of logistics.
Assign tasks to teams, assist with schedule management, and serve as key point of contact for all OVS sponsored training and outreach events.
Conduct comprehensive survey evaluations after each training effort; recommend and implement appropriate solutions to improve agency training & outreach efforts through structured continuous quality improvement measures.
Present research findings at state and national conferences.
Participate and oversee Training & Outreach Unit efforts for the agency’s VOCA Request for Applications (RFA); provide research findings to inform the procurement narrative and special considerations, including award calculation methodologies.
Review grant applications submitted to the Office of Victim Services in response to competitive procurements.
Participate and help project manage the agency’s annual State of the State submission efforts; draft, review and edit submission ideas.
Participate in agency mass casualty response/emergency preparedness; provide oversight and guidance for the OVS Mass Violence Response Council and associated mass violence preparedness efforts;
Supervise support/professional staff, including a Project Manager 2, the Community Engagement Liaison, Student Assistants, and MSW Field Placement Interns.
Ensure staff are properly trained and attend appropriate conferences to stay informed of industry standards and best practices.
Participate in agency Executive Team and Unit Chief meetings and provide the agency’s Executive Team with routine Unit updates, reporting, and data analysis.
Up to 10% travel may be required.

Minimum Qualifications Bachelor’s degree or higher in criminal justice, criminology, sociology, public administration or other relevant fields, and 6 years of qualifying experience* with at least 3 years at the supervisory level.

Qualifying experience: professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.
