SUNY Schenectady County Community College is seeking a full-time Computer Systems Analyst/Programmer to work in our Information Technology Department. This is a competitive **provisional civil service position. This position involves responsibility for performing a combination of computer systems analysis and computer programming functions. This position differs from that of Computer Programmer by virtue of increased responsibilities in systems analysis and design. The incumbent is responsible for analyzing and evaluating operating procedures within a particular department to adapt work applications to computer serviced systems. The incumbent works closely with departmental staff in the design of operating systems and applications software. The incumbent must possess good knowledge in computer logic, systems analysis, and the use of data processing equipment in solving administrative problems. General supervision is received from a higher-level supervisor. General supervision may be exercised over the work of Computer Programmers and other subordinate data processing personnel. The incumbent does related work as required.
Typical Work Activities:
Trains subordinate Computer Programmers and Operators and may assign tasks based upon needs of the organization;
Aids in scheduling the operations and the setting of running priorities of the computer center and system efforts;
Ensures timely and accurate completion of production runs and program development;
Prepares systems specifications, assesses, researches, analyzes and diagrams applications and systems for new computer-based requirements;
Completes testing of new programs and systems by suitable test data, test runs, and analysis to ensure programs meet all predetermined requirements;
Controls and improves established data files and data handling, data input, and output formats;
Consults with department administrators regarding existing applications, new applications, and planned applications;
Performs operational tasks associated with computer center operations, equipment, and software;
Performs systems analysis functions which may include designing and implementing relatively complex computer interfaces;
Provides medium and larger-scale initiatives independently;
Performs and is responsible for detailed systems analysis projects and designs, documentation, and development of subsystems;
Takes the lead role of integrating systems with the Ellucian Higher Education Oracle-based administrative system (Banner);
Implements requested projects to meet user and departmental needs and develops design specifications according to business requirements;
Performs a variety of related duties as required.
Job Requirements:
Full Performance Knowledge, Skills, Abilities and Personal Characteristics:
Good knowledge of the application of electronic data processing methods and equipment to accounting and statistical problems; good knowledge of systems analysis, methods, procedures, and techniques; good knowledge of the methods of logical deduction and ability to analyze qualitative and quantitative data; good knowledge of electronic data processing programming concepts and techniques i.e. Java Script, Web Programming, Visual Basic, Cobol, server applications and or software; ability to perform strong written and verbal communication skills; good knowledge of the requirements for preparation of documentation for electronic data processing programming; ability to follow complex oral and written instructions.
Minimum Qualifications:
A) Possession of a Bachelor's degree* in Computer Science or a related field and one (1) year of experience in programming and software development; OR
B) Possession of an Associate's degree* in Computer Science or a related field and three (3) years of experience as defined by the limits of (A) above; OR
C) Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience as defined by the limits of (A) above; OR
D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
