Full Job Description

Duties Description Under the direction of a BSA 2 or BSA 3, the incumbent will assist in the performance of the daily activities of the Technology Coordination Unit. Activities may include but are not limited to the following:

Develop business requirements for new processes and systems used by the Tax Department.

Assist with the testing and implementation of new equipment/software; identify and report defects as needed.

Create, validate, and maintain process documentation such as Business Process Documents and Detailed Design Documents, business rules, and additional specifications (including flow charts, process models and technical specifications).

Coordinate department wide roll out of new equipment/software.

Maintain Department equipment inventories.

Collaborate with ITS to monitor the progression of projects, service requests and incidents to ensure processes are functioning efficiently.

Act as a contributor and administrator for the Department's Tech Advisor SharePoint site.

Address questions from Tax employees. When appropriate, ensure that help tickets are submitted and follow-up on issues to ensure timely resolution.

Coordinate asset refresh activities with ITS and department staff.

Coordinate with the Office of Communications team to create and facilitate Webex sessions for Department Tax Talks.

Prepare and review detailed instructions, training materials, and other documentation that will be used by department Help Desk Coordinators.

Demonstrate strong, professional, respectful communication skills, both verbally and in writing.

Comply with Office of Human Resource Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies and procedures.

Adhere to the Department's time and attendance rules and regulations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Trainee 1 is equated to SG-14, $53,764
Trainee 2 is equated to SG-16, $59,994
Journey Level, SG-18 starting salary is $66,951

Business Systems Analyst Trainee 1:

Four years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive Minimum Qualifications:

The selected candidate must be a current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.

OR eligible via the 55-b/c program (please include your Letter of Eligibility and transcripts with your application).

OR immediately reachable on the appropriate exam for this title and location (PATT and PCO for Albany).

This position may be filled as a two-year traineeship. Advanced placement is at the discretion of the hiring agency.

Additional Comments Note: Telecommuting may be allowed after 6 months. This position is in Albany, NY.
