DISTINGUISHING FEATURES OF THE CLASS:
This position involves the coordination and management of the City’s storm water quality program to meet federal, state and local regulatory requirements. The incumbent coordinates with various City departments to develop and implement programs and procedures to assist in maintaining compliance with State Municipal Separate Storm Sewer System (MS4) permit. This position oversees program management and regulatory requirements for the City’s MS4 permit. In addition, this position will aid the Engineering Department in their routine duties including but not limited to plan review, inspection, public engagement, permits and consultant management. Work is performed under the general supervision of the City Engineer with leeway given for carrying out the details of the work. Does related work as required.
TYPICAL WORK ACTIVITIES (Illustrative only):
- Oversee and coordinate the City’s stormwater program as per the New York State Department of Environmental Conservation’s General Permit for Stormwater Discharges;
- Tracks and ensures compliance with general storm water permits and identifies new opportunities and program directions;
- Recommends policies and procedures necessary to facilitate City compliance with federal, state and local regulations;
- Ensures that sources of suspected illicit discharges are tracked down and eliminated;
- Ensures that the City maintains appropriate mechanisms for construction runoff requirements through bid specifications, requests for proposals, standard contract provisions and internal policies;
- Develops and implements a program that educates construction site operators, design engineers and City staff regarding construction requirements including the submission of Stormwater Pollution Prevention Plans (SWPPPs) construction site inspections and other procedures associated with control of construction stormwater;
- Maintains an inventory of all construction sites and stormwater control facilities (including construction, post construction and outfalls), and performs post-construction site inspections to ensure proper operation and maintenance;
- Ensures compliance with other permit requirements for pollution prevention/good housekeeping for stormwater operations and facilities;
- Identifies City facilities that need stormwater operation and maintenance plans or updates and works with the department to develop the necessary management practices, policies and procedures to reduce pollutants in stormwater runoff;
- Documents and retains records regarding all general permit compliance activities; prepares and submits annual stormwater compliance reports to NYS DEC;
- Prepares and presents annual report to the City Council and general public;
- Develops and implements appropriate public involvement/participation activities and measurable goals to help ensure the reduction of pollutants of concern in stormwater discharges.
- May work weekends and evenings outside of the typical workday to attend public meetings and events;
- Develops and makes use of education and outreach materials, both for public distribution and for use with City personnel;
- Coordinates with the County and other regional entities regarding continuing education and best practices;
- Assists in the operations of the Engineering Department including but not limited to processing permit applications, technical reference materials, maps, plans and field inspections;
- Assists in the management of third-party consultants and contractors performing duties related to stormwater and engineering;
- Performs review of all planning, development and construction materials for compliance with State and City standards;
- Performs other duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS:
Good knowledge of the principles, practices, methods and techniques of stormwater management; Good knowledge of local, state and federal rules and regulations relative to stormwater control activities; Good knowledge of permit requirements regarding stormwater control; Working knowledge of sources of information regarding pending changes in storm water legislation requirements: Ability to develop, coordinate and implement a stormwater control program: Ability to develop, implement and evaluate new and revised policies, procedures, methods and standards relative to storm water control; Ability to prepare education and outreach materials; Ability to educate and inform the public regarding storm water control; Ability to establish and maintain effective working relationships with City personnel, professional staff, public officials and community members; Ability to maintain records and prepare reports; Ability to communicate both orally and in writing.
MINIMUM QUALIFICATIONS:
A) Possession of an Associate’s degree* in Civil or Environmental Engineering; OR
B) Four (4) years of professional level work experience in water quality management, stormwater management, water pollution control or a closely related field; OR
C) An equivalent combination of training and experience as outlined by the limits of (A) and (B) above.
SPECIAL REQUIREMENTS:
- The incumbent shall obtain a certificate of completion of a NYSDEC 4-hour endorsed Erosion & Sediment Control Training class within one (1) year of appointment to the position and shall maintain the certificate through employment.
- The incumbent shall obtain CPSEC certification within one (1) year of appointment to the position and shall maintain the certification throughout employment. If incumbent has a Professional Engineering license or a Registered Landscape Architect license, then the CPSEC certification will not be required.
SPECIAL REQUIREMENTS AT TIME OF APPOINTMENT:
- Possession of a valid New York State Driver’s License and maintaining of license throughout duration of employment.
