NM Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.
The Preparedness Bureau works to provide training, preparedness exercises, and coordination with local jurisdictions before an incident occurs.
Why does the job exist?
Position is responsible for coordination and direction support for the statewide homeland security and emergency management all-hazard training program within guidelines established by federal grants, DHS National Training and Education Division (NTED), and DHSEM's Training and Exercise policies and manuals. Position is tasked with providing training technical support and assistance to state, local, and tribal stakeholders in the coordination, assessment, development, delivery, and evaluation of training courses to strengthen the preparedness of the State of New Mexico to prevent and respond to threatened or actual disasters whether natural or man-made. Position will assist in directing and coordinating all training activities for in- and out-of-state delivery including coordination with national training consortium partners; maintaining current training materials for virtual and in-classroom delivery of courses. Position will maintain all state and federal electronic documentation for the training program while coordinating with local preparedness coordinators to ensure all identified training needs are being met by DHSEM.
How does it get done?
Provide assistance with state-wide homeland security and emergency management training and exercise program.
1. Develop, maintain, and publish a current training and exercise schedule, and course training flyers
2. Evaluate training applications for required prerequisite courses for approval or denial, focusing on customer service to assist applicants with password resets, transcript help, certificate location, and registration assistance
3. Coordinate logistics with training providers for in-person and virtual course delivery within state, to include training locations, supply transport, and updated material distribution
4. Ensure course materials are available to instructors before course is scheduled to be given and serve as the instructor's point of contact for resolution of roster issues
5. Coordinate with course requesters and promoters to ensure required number of students enrolled to justify cost of course delivery
6. Ensure all required training and exercise documentation is input into state and federal portals including quarterly reporting for federal grant requirements
7. Assist with creation of process improvements for unit for equipment check in and out; checklists for course management; and supply lists for frequently used items
Determine training needs through analysis and interpretation of a wide variety of directives, documents, programs and objectives.
1. Research and develop a list of training required to meet DHSEM Strategy goals and objectives
2. Develop a list of required trainings to address the federal Core Capabilities and National Preparedness Guidelines
3. Assist state agencies and local jurisdictions in the completion of training assessments
4. Prioritize training shortfalls identified in state and jurisdiction assessments
5. Assist with the IPPW, assist with consolidation of local jurisdiction IPP information, track and maintain the State-wide IPP
6. Research existing federal consortium educational and training institutions for the delivery of courses required not offered by the state
7. Develop and implement training evaluation program and assist with preparedness exercises and exercise evaluation
8. Maintain inventory of supplies, and create or update supply orders when needed
Deliver training and instruct in virtual and classroom settings at the DHSEM facility and at off-site (field) locations, deliver presentations, and conduct outreach (10%)
l. Provide all aspects of course support to include implementing updates for each course, compilation of all course-related materials , processing of transcript requests, review/quality control of course materials
2. Follow lesson plans and present information and instruction which help students learn subject matter and skills which will contribute to their educational and professional development
3. Interact effectively with students, co-workers, and adjunct instructors; carry out non-instructional duties as assigned and/or needed; adhere to established laws, policies, rules, and regulations; and follow a plan for professional development
4. Use various computer information and virtual course delivery technology applications to include: word processing and graphics programs, spreadsheets, databases, video editing and storage software, ZOOM or Microsoft Teams, Alchemer or similar virtual survey and testing platform.
5. Prepare detailed reports documenting course successes and deficiencies found during or after course delivery
6. Staff preparedness outreach tables at community events
Serve as Emergency Management team member in emergency response and recovery (5-100%)
1. Maintain currency on Homeland Security Exercise and Evaluation Program, National Incident Management System, National Response Framework, National Preparedness Goal and National Preparedness Guidance
2. Participate in State EOC training and exercises as appropriate
3. Participate in State response and recovery missions as required
4. Attend relevant workshops and conferences as authorized by the supervisor
Who are the customers?
Primary customers include: Staff and contractors of DHSEM, stakeholders in local, county, and tribal jurisdiction emergency management communities, and residents of New Mexico. Additional customers include first responders and emergency management professionals in all states in a virtual setting.

Minimum Qualification
High School diploma or Equivalency and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
Must possess and maintain a Valid Driver's License. Employment is subject to a employment background investigation and is conditional pending results. This position is designated as Safety Sensitive, pre-employment and random drug testing required.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage with extend periods of sitting, driving and standing. Must be able to lift 25lbs. In-state travel is required approximately 15% of the time. Working conditions for individuals will vary based on specific needs of the state agencies.
