Posting Details

The Office of the Child Advocate (OCA) was established by the New Mexico Legislature in 2025 to serve as an independent, impartial ombuds office for the child welfare system. The OCA is tasked with receiving and reviewing complaints about Children, Youth and Families Department (CYFD), monitoring and reporting on trends, and attempting to resolve case-specific and systemic issues through advocacy, education, reporting, and recommendations.

The Office serves the entire state, and positions may be housed in Albuquerque, Santa Fe, or Las Cruces.
Why does the job exist?

This position oversees a multidisciplinary team of intake and investigation coordinators responsible for managing the receipt, documentation, review, and assessment of inquiries and complaints received by the OCA. Responsibility includes overseeing and reviewing case handling; ensuring that intake and investigation are conducted in accordance with OCA policies and procedures, and providing regular supervision, case reviews, and training. A major responsibility of this position is working with staff to determine whether matters should be resolved through information and referral, informal problem-solving, formal investigation, or systemic review.

This position reports directly to the State Child Advocate and is responsible for assisting the State Child Advocate with day-to-day agency operations, including oversight of intake and investigations in accordance with OCA policies and procedures and the creation of recommendations and the annual report, and serves as the State Child Advocate's designee when they are unavailable. This position may manage a wide variety of tasks such as creation of standard operating procedures, training, strategic planning, report writing, budget planning, and representing the OCA at meetings and conferences. This position is also responsible for supervising the Intake and Investigations Manager and their team, determining which complaints meet the criteria for formal investigation on behalf of the State Child Advocate, and identifying trends, systemic issues, and resolutions.

Provide professional, knowledgeable, and responsive customer service to individuals who contact the OCA within established timelines
Monitor and review communications received via the OCA hotline and voicemail, general inbox, electronic portal, and postal service, including referrals forwarded by the NMDOJ or other agencies
Document all inquiries, complaints, and incident notifications in the client management database within established timelines
Conduct preliminary review of inquiries and complaints to assess jurisdiction, urgency, and priority level, and escalate matters as appropriate
Notify complainants whether their complaint will be accepted for further review and provide information and resources as appropriate
Track deadlines, correspondence, and follow-up;
Attend regular supervision, case staffing, and internal meetings
Request, receive, organize, and upload records and related documentation into the client management database
Perform duties as assigned.

Minimum Qualification

Bachelor's Degree in any field of study from an accredited college or university and four (4) years of professional-level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements

Candidate must possess and maintain a valid Driver's License and current Defensive Driving Course Certification from the State of New Mexico; or must obtain a Defensive Driving Course Certification within six (6) months of hire as a condition of continued employment.

Pre-employment background investigation is required and is conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive computer and phone usage, and extended periods of sitting. Work must be performed in line with strict time constraints. Occasional travel may be required. This role may involve exposure to sensitive and potentially distressing materials related to child abuse and neglect and to escalated clientele.
