Posting Details

The Office of the Child Advocate (OCA) was established by the New Mexico Legislature in 2025 to serve as an independent, impartial ombuds office for the child welfare system. The OCA is tasked with receiving and reviewing complaints about Children, Youth and Families Department (CYFD), monitoring and reporting on trends, and attempting to resolve case-specific and systemic issues through advocacy, education, reporting, and recommendations.
Why does the job exist?

This position is a key member of a multidisciplinary team in the Office of the Child Advocate and maintains and manages the intake and case management database. This position modifies the case management system as needed to collect necessary data, runs reports, analyzes trends, and helps prepare the Office's annual report, quarterly reporting dashboard, and other reports as required. This role will help develop performance metrics and operational analysis. This role provides data, quality assurance, and technical support to the Office.
How does it get done?

Develop, update, and maintain intake, case management, and data collection databases and case coding standards
Identify gaps in data collection and reporting and modify appropriate systems
Run reports regarding the OCA's performance and patterns and trends in cases and investigations the OCA receives
Mine and analyze large structured and unstructured datasets, identify trends and patterns, define and monitor metrics, create data narratives, and build tools that drive decisions
Identify trends and analyze for root causes and solutions
Monitor trends regarding child fatalities and near fatalities; actual child injury, restraint, and seclusion
Develop and update quarterly reporting dashboard on website
Support preparation of annual legislative report and recommendations and other reports as needed
Research law, policy, procedure, and best practices; practices in other states; and other information necessary to support annual reporting and recommendations
Monitor legislative proposals and analyze legislation that impacts the OCA or the child welfare system
Train staff on data entry and database usage
Receive and respond to data and information requests as appropriate
Other duties as assigned

Minimum Qualification

High School diploma or equivalent and two (2) years of experience directly related to the position in providing GIS support, research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements

Candidate must possess and maintain a valid Driver's License and current Defensive Driving Course Certification from the State of New Mexico; or must obtain a Defensive Driving Course Certification within six (6) months of hire as a condition of continued employment.

Pre-employment background investigation is required and is conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive computer and phone usage, and extended periods of sitting. Work must be performed in line with strict time constraints. Occasional travel may be required. This role may involve exposure to sensitive and potentially distressing materials related to child abuse and neglect and to escalated clientele.
