Program Manager / Lead Auditor (Federal Contract Invoice Audit)

Job Type: Full-Time

Location: on-site, Washington, D.C. USA

Clearance: U.S. Citizenship Required; Ability to Obtain FAA Suitability Determination

About the Role

We are seeking an experienced Program Manager / Lead Auditor to lead Contract Invoice Audit and Financial Analysis services supporting the Federal Aviation Administration’s (FAA) BNATCS Integrator Accountability Contract (IAC).

The IAC is a large-scale FAA modernization effort focused on replacing and upgrading critical air traffic control infrastructure nationwide. This senior-level role combines program leadership, federal contract financial oversight, audit execution, and stakeholder management.

The successful candidate will serve as the primary point of accountability for audit operations, ensuring quality, compliance, and scalability as the contract portfolio expands. You will lead a remote audit team, interface directly with FAA Contracting Officers (COs) and Contracting Officer Representatives (CORs), and drive continuous improvement across invoice review and financial analysis processes.

Key Responsibilities

Program Leadership & Client Management

Serve as the primary contractor representative for FAA CO and COR communications, program reviews, status meetings, and escalations.
Lead day-to-day operations of a remote audit team, including workload management, task prioritization, and performance oversight.
Develop and execute transition activities to achieve operational readiness within required timelines.
Ensure all contractual deliverables, reports, and program milestones are completed accurately and on schedule.
Track and manage program performance metrics including invoice review timeliness, audit coverage, finding accuracy, and discrepancy identification.
Scale audit operations as new contract requirements and NEEDS Packages are added.

Audit Oversight & Financial Analysis

Own and maintain audit methodology, risk-based review frameworks, and quality standards.
Review and approve invoice audit reports, monthly summaries, quarterly trend analyses, and financial deliverables.
Establish documentation standards to support contract administration actions, dispute resolution, and audit referrals.
Lead escalation of significant financial discrepancies, questioned costs, and high-risk findings.
Coordinate resolution efforts between audit teams, FAA stakeholders, and contractor billing personnel.
Oversee indirect cost reviews, financial trend analysis, and cost oversight activities.

Quality Improvement & Innovation

Maintain audit processes and ensure team members understand contract-specific billing requirements.
Implement process improvements based on audit results, customer feedback, and evolving program needs.
Utilize data analytics and AI-assisted audit tools to improve efficiency and audit coverage.
Lead portfolio-level assessments of financial health, trends, findings, and cost avoidance opportunities.

Required Qualifications

10+ years of experience in U.S. Government contract audit, financial analysis, contract administration, or related federal financial management disciplines.
3+ years of experience leading teams, programs, or complex financial oversight efforts.
FAA experience working within the FAA Acquisition Management System.
Demonstrated experience managing invoice audit, financial oversight, or contract compliance programs supporting large federal contracts.
Strong knowledge of government contract cost principles, indirect cost structures, and contract types including:
Firm Fixed Price (FFP)
Fixed Price Incentive (FPI)
Fixed Price Level of Effort (FPLOE)
Time & Materials (T&M)
Cost Reimbursement
Experience communicating complex financial findings to government stakeholders, including COs, CORs, and senior leadership.
Ability to successfully lead remote teams and maintain quality in a deadline-driven environment.
Prior experience supporting FAA, DOT, defense, or other large federal agency programs.
U.S. citizenship required with ability to obtain FAA suitability determination.

Preferred Qualifications

CPA, CDFM, CFCM, PMP, or similar professional certification.
Experience supporting FAA, DOT, or major defense/civilian contract portfolios.
Experience with AI-enabled audit tools, financial analytics, or dashboard reporting.
Familiarity with Delphi eInvoicing or similar federal invoice management systems.
Experience with Earned Value Management System (EVMS) or cost performance reporting.
