Job Summary
THIS JOB REQUIRES YOU TO HAVE YOUR LCCA - The Licensed Child Care Administrator (LCCA) LICENSE.

The LCCA for a Residential Treatment Center (RTC)/General Residential Operation (GRO) is a vital leadership role responsible for overseeing the daily operations. *(This is NOT a Child Care License for Daycares, Childcare Directors). This position ensures compliance with licensing regulations, maintains high-quality care standards, and manages staff and resources effectively. The LCCA plays a key role in fostering a safe, nurturing environment for children while coordinating with families, staff, and regulatory agencies. Candidates with experience in management, social work, or senior care settings will find this role aligns with their expertise in supervising teams and ensuring operational excellence.

Responsibilities

Maintain active Texas LCCA licensure and ensure the facility operates in full compliance with DFPS Minimum Standards
The primary authority for Chapter 745 and 748 compliance under Texas Child Care Regulation. Strong knowledge required
Oversee daily operations of a licensed Residential Treatment Center (RTC)
Serve as primary liaison with DFPS, CPS, HHSC, and other regulatory agencies.
Supervise senior leadership (Treatment Director, Compliance Manager, HR, Case Manager).
Prepare for and respond to inspections, audits, and investigations
Ensure incident reporting, documentation, and corrective actions are completed
Lead emergency preparedness and crisis response protocols
Ensure appropriate staff-to-youth ratios and 24/7 supervision.
Promote a trauma-informed, developmentally appropriate environmentRequirements
Current Licensed Child Care Administrator (LCCA) in Texas - *

(This is NOT a Child Care License for Daycares, Childcare Directors, that license does not meet state requirements for an RTC) Preferred Qualifications residential programs

Experience with behavioral health or court-involved youth
Familiarity with trauma-informed care and behavior management systems
Minimum 2-4 years of residential child care leadership experience
Strong knowledge of DFPS licensing, audits and corrective action processes
Full-time: 35–45 hours per week
May include evenings, weekends, and on-call responsibilities
