Full Job Description

The Mission of Housing Connect

The mission of Housing Connect is to connect people and communities to quality affordable housing opportunities while promoting self-sufficiency and neighborhood revitalization.

Job Statement

The Grants Analyst works collaboratively across the Policy & Strategic Initiatives and Accounting departments to support the financial management, billing, and compliance of Housing Connect’s grant-funded programs. This position serves as the primary point of accountability for grant budgeting and billing and contributes to timely reimbursements, accurate financial reporting, and strong internal controls.

**This position is based in Utah and while remote/hybrid work options are available, the applicant must be based in Utah and able to attend meetings in-person as may be required.

Duties and Responsibilities

Grant Budget Development & Management

Develop grant budgets during application, contracting, and renewal phases in collaboration with program, policy, and accounting staff.
Maintain detailed grant budget tracking tools and monitor expenditures for assigned grants and contracts.
Prepare grant-to-actual reconciliations and conduct ongoing budget variance analysis.
Develop spend-down projections and cash flow forecasts to support program management and agency financial planning.
Support the annual agency budgeting process for grant-funded programs.

Grant Billing & Reimbursement

Prepare, submit, and track all grant billings in accordance with funder requirements and billing deadlines.
Maintain a centralized grant billing calendar and monitor compliance with submission timelines.
Ensure that all billed expenses are allowable, and proper documentation in alignment with funder guidelines.
Ensure timely posting of grant revenue and accurate grant fund balances.
Coordinate with Accounting to ensure that collections are posted in a timely manner.
Follow up with funders/grantors to address long over-due accounts.
Maintain organized electronic grant files to support audits, monitoring, and reporting.

Cost Allocation Oversight

Oversee staff time allocations and payroll distributions for grant-funded positions.
Coordinate with Human Resources, Accounting, and program staff to ensure payroll costs align with grant budgets and approved staffing plans.
Support development and maintenance of time tracking tools and methodologies required for grant compliance.

Financial Reporting, Compliance & Audits

Prepare and contribute to funder-required financial reports and supplemental documentation.
Oversee and manage finance components of grant-related audits, monitoring visits, and financial reviews.
Ensure compliance with federal, state, local, and private funder financial requirements.
Participate in initial and ongoing compliance training for federal and local funding sources.
Evaluate processes for compliance with new guidance, rules, and regulations, and implement necessary changes.
Assist in identifying and mitigating financial risk related to grant-funded activities.

Cross-Departmental & Special Projects

Serve as a financial liaison between Policy & Strategic Initiatives, Accounting, Supportive Housing, and Resident Services
Support financial activity related to development and expansion projects, including DBHS-related initiatives, as assigned.
Participate in system improvements, process documentation, and cross-training efforts to support operational continuity.
Perform other duties as assigned.

Job Requirements

Knowledge of:

Grant accounting principles, reimbursement-based funding, and restricted funds.

Federal, state, and local government grant requirements (HUD preferred).

Budget development, financial reporting, and variance analysis.

Advanced knowledge and experience with Microsoft Office applications, including advanced Excel proficiency.

Experience with document management systems and database applications.

Accounting and financial reporting systems.

Ability to:

Analyze grant terms and conditions, and determine financial reporting and compliance implications.

Analyze complex financial data and resolve discrepancies accurately.

Manage multiple deadlines and priorities in a fast-paced environment.

Communicate effectively with internal and external stakeholders.

Maintain strong attention to detail while meeting firm deadlines.

Work independently while collaborating across departments.

Exercise sound judgment and maintain confidentiality.

Education and Experience:

Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred; equivalent experience may be considered.

Minimum of 3–5 years of experience in accounting, grant finance, or reimbursement-based billing.

Experience with nonprofit or public-sector grants strongly preferred.

A criminal background, drug screen, driving and credit check must be completed before hire. An Official Housing Connect Application Form must be completed and a resume submitted. Pay: $28.43 - $36.00 per hour
