Full Job Description

Junior Regional Property Manager

The Junior Regional Property Manager is responsible for the strategic, financial, and day to day operational oversight of a multi property residential portfolio. This role provides leadership to property management teams, ensures regulatory compliance, drives financial performance, and provides oversight for escalated operational, legal, and resident matters, coordinating with senior leadership as needed. The position requires independent judgment, discretion, and consistent decision making in alignment with company policies and California regulatory requirements. Frequent site visits, resident interaction, and coordination with internal departments and vendors are essential components of the role.

Essential Duties & Rent Management

Review and analyze monthly delinquency, rent roll, and subsidy (Section 8 or other) reports.
Oversee rent collection strategies, payment plans, and delinquency resolution efforts.
Prepare and serve rent increase notices in compliance with applicable local, state, and federal regulations, and update system records accordingly. Review and authorize 3 Day Notices, coordinate eviction proceedings, and collaborate with legal counsel.
Monitor vacancies, turnover, revenue trends, and provide performance reporting to ownership and senior management.
Maintain accurate financial and resident records in property management software (e.g., Yardi).

Property Operations & Portfolio Oversight

Oversee daily operations across assigned properties to ensure safety, cleanliness, and operational standards.
Conduct regular site visits, inspections, and operational audits.
Coordinate maintenance requests, turnovers, vendor performance, and capital improvement projects.
Monitor and manage assigned maintenance budgets for each property, conduct monthly budget reviews, analyze budget-to-actual variances, and report findings to senior leadership.
Approve invoices and monitor service quality.
Support property acquisitions, transitions, utility setup, and resident communications.
Provide coverage for other portfolios during staff absences when needed.

Resident Relations & Customer Service

Provide oversight and support for escalated resident concerns, coordinating with senior leadership as needed.
Respond promptly and professionally to resident inquiries and concerns.
Support resident retention efforts and participate in strategic buyout negotiations when assigned.
Maintain a high standard of communication, professionalism, and customer service.

Lease Administration & Regulatory Compliance

Provide oversight of lease renewals and amendments, ensuring timely execution and compliance with lease terms and regulatory requirements.
Ensure accurate documentation, record retention, and audit readiness.
Maintain compliance with California landlord tenant law, Fair Housing regulations, local ordinances, and OSHA safety standards.
Conduct move ins, move outs, subsidies, and internal inspections.
Support legal processes, including coordinating notice service, preparing and organizing court documentation, and appearing in court on behalf of the company as required.

Leadership, Staffing & Training

Recruit, train, supervise, and evaluate onsite property staff (keyholders and support staff).
Provide coaching and corrective action in coordination with senior leadership.
Support onboarding and training of new onsite team members.
Ensure consistent implementation of company policies and operational procedures.
Promote accountability, professionalism, and adherence to company standards.
Participate in weekly meetings, performance reviews, and operational planning sessions.

Risk Management

Attend court hearings and administrative proceedings as required.
Assist with insurance claims, incident investigations, and risk mitigation strategies.
Respond to code enforcement, housing authority inquiries, and regulatory notices.

Technology, Mobility & Availability

Use company approved mobile applications and technology tools to support operational efficiency.
Drive regularly between properties and maintain reliable transportation.
Provide after hours support for urgent operational matters when required.

Qualifications

Minimum 5 years of property management experience, including multi property oversight.
Experience managing 150+ units; experience with larger portfolios preferred.
Strong knowledge of California landlord tenant law, Fair Housing, and regulatory compliance.
Demonstrated leadership experience overseeing multi-site property operations and supervising onsite teams.
Strong organizational, analytical, communication, and decision making skills.
Proficiency with property management systems (e.g., Yardi), reporting tools, and Microsoft Office.
Ability to exercise independent judgment and discretion on matters of significance.
Ability to manage multiple priorities in a fast paced, field based environment.

Work Environment & Physical Requirements

Frequent driving between properties and attendance at on site inspections.
Ability to walk properties, climb stairs, and conduct visual inspections.
Ability to sit, stand, walk, and travel between locations.
Ability to review documents, analyze reports, and use computer and mobile systems.
Ability to respond effectively to high pressure or time sensitive situations.
Requires consistent exercise of discretion and independent judgment.
May require travel between properties, court attendance, and after hours availability for urgent matters.

Pay: $75,000.00 - $85,000.00 per year
