About Us.

South Adult Services is an Adult Day Services organization dedicated to providing high-quality, person-centered care for older adults and adults with disabilities who benefit from supervised community-based services. Our mission is to promote independence, dignity, safety, and quality of life through engaging activities, compassionate care, and meaningful social interaction in a supportive environment.

We are seeking an experienced, compassionate, and organized Program Administrator and an activity coordinator to lead the daily operations of our Adult Day Services program.

Position Summary

The Program Administrator is responsible for the overall day-to-day management of the Adult Day Services program, ensuring compliance with Alaska Department of Health regulations, Medicaid requirements, organizational policies, and professional standards of care.

This leadership position oversees staff, participant services, program quality, regulatory compliance, financial operations, and community partnerships while maintaining a safe, welcoming environment for participants and their families.

Essential Duties and ResponsibilitiesProgram Leadership

Direct and oversee the daily operations of the Adult Day Services program.
Supervise, hire, train, mentor, schedule, and evaluate program staff.
Develop and implement organizational policies and procedures.
Promote a culture of dignity, compassion, professionalism, and person-centered care.

Participant Services

Coordinate participant admissions, intake assessments, and enrollment.
Participate in developing and reviewing individualized service plans with participants, families, care coordinators, and healthcare professionals.
Monitor participant progress and ensure services support established goals and outcomes.
Coordinate transportation, meals, activities, and community resources.

Compliance and Quality Assurance

Ensure compliance with Alaska Adult Day Services Conditions of Participation, Medicaid regulations, HIPAA, OSHA, and applicable federal, state, and local requirements.
Monitor service quality and implement corrective action plans when needed.
Prepare and submit required reports, including Critical Incident Reports.
Coordinate licensing reviews, audits, inspections, and quality improvement initiatives.

Financial and Administrative Management

Oversee Medicaid documentation, billing processes, eligibility verification, and reimbursement tracking.
Process payroll and maintain employee timekeeping records.
Assist with budgeting, financial reporting, purchasing, accounts payable and receivable, and resource allocation.
Maintain accurate participant records, personnel files, and confidential documentation using electronic recordkeeping systems.

Staff Development

Provide orientation and ongoing education for employees.
Conduct performance evaluations and coaching.
Ensure required training is completed, including infection control, workplace safety, dementia care, fall prevention, emergency preparedness, and participant rights.

Community Relations

Serve as the primary point of contact for participants, families, guardians, healthcare providers, case managers, and community partners.
Build relationships with referral sources and community organizations.
Assist with program marketing, outreach, and community engagement.

Qualifications

Applicants must be at least 21 years of age and meet one of the following qualification pathways consistent with Alaska Adult Day Services requirements:

Bachelor's degree in Social Work, Psychology, Rehabilitation, Nursing, Gerontology, Healthcare Administration, or a closely related human services field; or
Associate degree in a related human services field and two years of qualifying experience; or
Four years of full-time experience working with individuals receiving human services in positions involving program management, service delivery, fiscal management, needs assessment, or program evaluation; or
Other qualifications recognized under Alaska Adult Day Services Conditions of Participation.

In addition, successful candidates should possess:

Leadership and supervisory experience.
Experience with Medicaid waiver programs, healthcare administration, adult day services, senior services, or community-based care preferred.
Experience with payroll, scheduling, budgeting, and administrative operations preferred.
Strong organizational, communication, and problem-solving skills.
Proficiency with Microsoft Office and electronic health record/documentation systems.
Ability to maintain confidentiality and exercise sound professional judgment.
Ability to successfully complete all required background checks and employment requirements.
