Statewide Training Director Job Summary
The Alaska Joint Electrical Apprenticeship and Training Trust is seeking a Statewide Training Director to oversee and manage its statewide apprenticeship and training programs. This leadership position is responsible for program administration, staff oversight, apprentice management, Department of Labor compliance, curriculum development, financial oversight, grant management, committee coordination, employer and union relations, and statewide training operations.
The Statewide Training Director works closely with apprenticeship committees, employers, union representatives, instructors, administrative staff, industry partners, school districts, workforce organizations, and state and federal agencies. This position requires strong leadership, communication, organizational, financial, and compliance skills, as well as the ability to manage multiple priorities across several Alaska training locations.
Key responsibilities include overseeing apprenticeship standards and policies, coordinating with unit subcommittees, managing apprentice progress and disciplinary matters, preparing budgets, supporting audits, managing grants, developing curriculum, coordinating classes, maintaining training facilities, participating in industry organizations, and representing the program at career fairs, workforce development events, advisory committees, and training conferences.
The ideal candidate will have a strong background in apprenticeship training, workforce development, electrical industry training, program administration, or a related field. This role requires regular interaction with apprentices, instructors, employers, union representatives, trustees, and government agencies, as well as occasional statewide and national travel.

- Salary DOE
- Defined Benefit contribution (by Employer) of 22% of salary
- Defined Contribution Plan contribution (by Employer) of $2.00 per hour for 173.33 hours per month

Statewide Training Director Job Description
Oversight of Statewide Apprenticeship Program
- Responsible for staff oversight, including:
- Assistant Director
- Anchorage office administrative staff
- Classroom instructors
- Coordinate with four unit subcommittees:
- Anchorage
- Fairbanks
- Juneau
- Ketchikan
Department of Labor / Office of Apprenticeship Compliance
- Ensure compliance with Department of Labor and Office of Apprenticeship requirements.
- Continually update and amend Standards and Policy Guide.
- Maintain and oversee EEO Plan.
- Prepare for and participate in compliance reviews.
- Lead outreach efforts, including:
- Career fairs
- Presentations to high schools, vocational education programs, school districts, legislators, state and federal Department of Labor programs, Alaska Works, and other partners
- Statewide advertising
Participation in Training-Related Organizations
- Participate in various training-related organizations locally, statewide, and nationally, including:
- Alaska Works Partnership Board
- Anchorage School District Career Advisory Committee
- Mat-Su School District Advisory Committee
- Northwest Training Director’s Association
- National Electrical Training Director’s Association
- Outside Line Advisory Committee, including annual meeting and annual conference
Apprentice Management
- Conduct disciplinary investigations and actions, including committee preparation when necessary.
- Monitor apprentice on-the-job training progress and related instruction progress.
- Manage work assignments.
Financial Oversight
- Prepare and track annual budgets.
- Oversee and approve payables and payroll twice monthly.
- Review Trust account performance monthly and consult with investment portfolio managers at Victory Capital / Key Bank.
- Track and manage employer contributions.
- Coordinate with the Alaska Electrical Trust Fund.
- Prepare for annual audits.
- Secure adequate comprehensive insurance for the Trust.
Annual Surveys
- Complete annual surveys for:
- electrical training Alliance
- NECA
- State and Federal Department of Labor
Committee Meetings
- Prepare for and participate in committee meetings, including:
- Monthly Unit 101 meetings
- Quarterly Trust meetings
- Responsibilities include:
- Planning and preparation of budgets, action items, and other issues
- Preparing notification letters and follow-up decision letters to apprentices
- Implementing and integrating committee decisions into the program
- Consulting with legal counsel when necessary
Grant Oversight
- Oversee annual STEP Grant application and management.
- Oversee federal grant applications and management.
- Manage grant distribution.
- Monitor grant accounting.
- Complete required grant reporting.
Employer and Union Interactions
- Respond to a high volume of phone calls from employers and union representatives.
- Respond to a high volume of emails from employers and union representatives.
- Draft and review apprenticeship language for various collective bargaining agreements.
- Manage apprenticeship relationships with employers.
Travel
- Travel as needed for:
- electrical training Alliance National Training Institute
- Northwest Training Directors Association
- Outside Apprenticeship Conference
- National Electrical Training Director’s Association
- In-state workforce development conferences
- Quarterly meetings and interviews in Units 103 and 104
Annual Planning
- Schedule classes.
- Oversee curriculum.
- Manage instructors.
- Assist instructors as needed.
- Track apprentice attendance and classroom performance.
- Schedule, track, and record other required training.
Curriculum Development and Implementation
- Develop and implement curriculum and training for:
- Inside and Outside Telecommunications
- Wireman
- Lineman
- Tree Trimmers
- 40-hour Basic Electricity classes
- Craft Certification
- First Aid / CPR
- Online NEC classes
- Mental health training for apprentices
- Mentorship training for apprentices
Facility Management
- Oversee repairs and upgrades.
- Coordinate janitorial services.
- Maintain supplies.
- Support lab development.
- Coordinate computer support.
Application, Selection, and Indenturing of Apprentices
- Oversee application processes.
- Coordinate interview schedules with committee members.
- Manage eligibility lists.
- Coordinate indenture and orientation.
Pay: $140,000.00 - $150,000.00 per year
