Full Job Description

Position summary

Thumbprint Consulting is hiring an Associations & CMP Office Outreach Manager to build and sustain strategic relationships with state healthcare associations — principally long-term care (LTC) associations — and with Civil Monetary Penalty (CMP) office administrators and other state CMP stakeholders. This role is a relationship-driven, externally facing position responsible for partnership development, program coordination, policy intelligence, and operational follow-through that enable CMP-funded and association-sponsored programming across states.

The ideal candidate combines deep knowledge of the long-term care sector and state CMP processes with proven stakeholder engagement, project management, and communications skills. This person will be Thumbprint’s primary point-of-contact for state associations and CMP offices, driving outreach that results in collaborative trainings, pilots, funding partnerships, and ongoing programmatic activity.

Key responsibilities

Strategic outreach & relationship building

Serve as the primary liaison to state LTC associations and CMP office administrators, cultivating long-term, trust-based relationships.
Map and maintain a prioritized roster of association and CMP office contacts across all states, including roles, contact history, preferred communication channels, and decision-making levers.
Develop and execute outreach plans tailored to association and CMP office priorities and procurement/funding cycles.

Program development & partnership delivery

Draft and manage MOUs, partnership scopes, and contracts in coordination with legal/finance teams.
Coordinate cross-functional internal teams (program, evaluation, grants, finance) to deliver on partnership commitments and CMP-funded projects.

CMP funding & policy expertise

Build and maintain expertise in CMP fund rules, allowable uses, reporting requirements, and state variations; translate implications for potential programs.
Monitor CMP office priorities, guidance, and funding cycles; identify opportunities to use CMP funds for sustainable LTC workforce and quality initiatives.
Support grant and proposal preparation for CMP or association-sponsored funding opportunities.

Communications, events & advocacy

Represent Thumbprint at association conferences as needed, CMP office meetings, and stakeholder convenings; prepare and deliver presentations, briefings, and demos.
Create tailored outreach materials (briefing memos, one-pagers, slide decks, email templates) to support relationship development and program pitches.
Foster communities of practice across associations and CMP offices to scale learning and disseminate best practices.

Tracking, measurement & reporting

Maintain CRM records of outreach, pipeline opportunities, and partnership progress (HubSpot/Salesforce or equivalent).
Produce regular status reports and dashboards showing engagements, proposals, CMP activity, and outcomes.
Track and report KPIs (see below) and prepare materials for internal and funder reporting.

Essential qualifications

3+ years of professional experience in association relations, government relations, public sector outreach, or program management within the healthcare or long-term care sector.
Demonstrated knowledge of long-term care ecosystem (associations, nursing homes, assisted living, state LTC offices).
Familiarity with Civil Monetary Penalty funds, Medicaid/CMS rules, or experience working with state health agencies, state procurement, or state grant administration. (If direct CMP experience is not present, equivalent experience navigating state funding/regulatory environments is acceptable.)
Excellent written and verbal communication skills — ability to craft concise policy briefings, persuasive proposals, and engaging presentations.
Strong stakeholder engagement and negotiation skills; proven ability to build partnerships with association executives and state agency leaders.
Highly organized with strong project management skills: able to coordinate multi-stakeholder projects, timelines, and deliverables.
Proficiency with CRMs (HubSpot, Salesforce, or similar) and standard office software (MS Office/Google Workspace).

Preferred qualifications

Bachelor’s degree in Public Health, Health Administration, Political Science, Social Work, or related field
Prior employment or consulting experience with state associations (especially LTC associations), state CMP offices, Medicaid agencies, or CMS/OIG.
Experience writing or supporting proposals for CMP-funded programming or state grant applications.
Experience drafting MOUs, contracts, or working with legal/finance on state agreements.
Experience with event planning and managing conference presence.

Travel & schedule

Regular travel expected to state association conferences, CMP office meetings, and pilot sites (estimated 25–40% travel, more during conference season).
Flexible hours to accommodate cross-state meetings.
