JOB SUMMARY

Under general direction of the County Administrator and Deputy County Administrator, develops, recommends, implements, and coordinates policies, programs, and projects to address issues and further the goals and objectives of the Board of Commissioners and the County Administrator. Provides organizational direction to departments to which assigned. Provides complex and responsible staff, policy, and program assistance to County management staff, intergovernmental groups, and regulatory agencies and various public and private organizations. May provide project or ongoing direction to designated County management as assigned. Performs related work as assigned.

EXAMPLES OF DUTIES

Essential Duties:

Works closely with the County Administrator, Deputy County Administrator, and the Board of Commissioners to develop and recommend policies and programs to achieve goals and objectives or address specific issues.

Coordinates the implementation of policies and programs, developing procedures and utilizing staff, financial and community resources as required.

Directs and conducts complex administrative, organizational, budgetary, and operational studies; gathers and analyzes information, evaluates alternatives, and recommends sound courses of action.

Advises the County Administrator and Board of Commissioners on issues and programs; prepares specific proposals for action on current and future County needs; develops and directs the creation of management systems and work standards to evaluate program effectiveness and efficiency.

Provides operational direction and oversight for assigned County departments and functions. Provides increased access for County operations to Administration.

Confers with County management and administrative staff at all levels to coordinate activities, foster cooperative working relationships and facilitate efficient and cost-effective service delivery.

Attends meetings of the Board of Commissioners and committees; presents reports and provides information and staff support as required.

Represents the Board of Commissioners and the County Administrator in contact with governmental agencies, community groups and various businesses, professional and other organizations.

Prepares reports and responds to informational requests from the Board of Commissioners, County Administrator, Deputy County Administrator, other public agencies, and the public.

Develops, maintains, and monitors certain contractual agreements with non-County partners for the funding and delivery of required County services.

Conducts internal briefings with other senior leaders across the organization on a regular basis for broad based awareness of key updates regarding cyber security operational performance, and incidents or breaches, new strategic areas of focus and critical project updates.

Develops and/or directs the development of requests for proposals from vendors and developers to meet the security needs of the County and specific user departments.

Serves as representative of County Administration on various committees and teams related to coordination and improvement of organizational operations.

Oversees the development of the agenda and preparation and dissemination of supporting materials for Board information and action.

May coordinate and direct the work of County management and administrative staff on a project or day-to-day basis.

Performs other related duties as assigned.

EMPLOYMENT QUALIFICATIONS

Knowledge, Skills, and Abilities:

Administrative principles and practices, including goal setting, program and budget development and administration and human resources in a public agency setting.

The functions, authority, responsibilities, and limitations of an elected Board of Commissioners.

Principles and practices of public administration.

Applicable federal, state, and local laws and regulations.

Funding sources impacting program development and service delivery.

Social, political, environmental, and related issues influencing local government functions and activities.

Basic supervisory principles and practices.

Planning, organizing, coordinating, and administering varied programs, projects and services in a public agency setting.

Working cooperatively with and accomplishing the policies of an elected Board of Commissioners and the County Administrator.

Developing, recommending, and coordinating the implementation of goals, objectives, policies, procedures, work standards and internal controls.

Interpreting, applying, and explaining complex laws, policies, and regulations.

Analyzing complex administrative problems, evaluating alternative solutions, and adopting effective courses of action.

Using sound, independent judgment within general policy and legal guidelines.

Preparing clear, concise, and effective written materials.

Establishing and maintaining effective working relationships with the Board of Commissioners, County staff, and a variety of public and private organizations.

LICENSES AND CERTIFICATIONS

Specified positions may require possession of a valid Michigan driver's license.

PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

EDUCATION

Equivalent to possession of a bachelor's degree with major coursework in business or public administration of a field related to the work. Possession of an advanced degree in public administration or an appropriate field is desirable.

EXPERIENCE

Four (4) years of progressively responsible significant administrative support or management experience in a public agency setting. Experience in successfully working with an elected Board of Commissioners is desirable.
