Full Job Description

The Shelter Alliance (TSA) supports individuals experiencing homelessness by providing a safe, welcoming environment and essential services that help them rebuild their lives. TSA’s goal is to empower individuals to regain stability and independence. The Shelter Alliance is a component fund of the Mid-Shore Community Foundation (MSCF), a 501(c)(3) nonprofit organization.

The Executive Director oversees all organizational operations under the direction of the Board of Directors and reports to the Board through the Board President, on day-to-day activities.

The responsibilities of the Executive Director include, but are not limited to, the following:

1. Community Outreach and Partnership Development 15%

· Engages with the Kent County Commissioners, Chestertown Town Council, and State of Maryland officials to communicate TSA’s mission and goals and cultivate support.

· Works with agencies and nonprofit organizations within Kent County and the Mid-Shore region to coordinate services that meet client needs.

· Conducts periodic community meetings to educate attendees about TSA’s mission and accomplishments and to build community support for establishing a homeless shelter in Kent County.

· Collaborates with the Chair of the Marketing Committee to publicize our mission and value to the Kent and Queen Anne’s Counties communities.

· Strategizes with the Board of Directors to identify coalition partners, facilitate introductions, and coordinate presentations that build general and financial support.

· Identifies and engages with major donors to strengthen relationships and sustain fundraising support.

Case Management Program 20%

· Develops and adjusts the case management program based on current and upcoming needs, organizational goals, and regulatory requirements.

· Oversees the implementation of a comprehensive case management program.

· Coordinates with the Samaritan Shelter and Good Neighbor Fund to support their programs, educate them about TSA’s case management program, and develop additional partnerships with other organizations, including local churches and civic organizations.

· Assures the implementation of adopted protocols to provide appropriate levels of assistance to meet client needs.

· Develops a plan for volunteer needs and new programs in collaboration with the volunteer committee person

· Assures entry of accurate data into the HMIS system.

· Establishes and implements guidelines to meet emergency shelter needs.

· Maintains accurate, detailed records of individuals who inquire about shelter services.

Personnel Management 5%

· Develops job descriptions and qualifications for all staff positions.

· Develops appropriate levels of compensation for paid staff.

· Conducts EEO-compliant job searches and interviews and presents recommendations to the Board of Directors.

· Trains staff on organizational policies and procedures and monitors performance.

· Identifies volunteer needs which focus on tasks that can be delegated.

Resource Management 30%

· Prepares the annual budget under the guidance of the Chair of the Finance Committee for presentation and approval of the Board of Directors.

· Manages financial resources according to the approved budget.

· Works closely with the Board of Directors to ensure adequate funding for TSA operations through grant writing, direct mail solicitation, and events.

· Ensures proper financial records are kept.

· Requests payment from MSCF for invoices to ensure vendors are paid in a timely manner.

· Supports grant writing, as needed or requested, in collaboration with Development Committee.

Policy Development 10%

· Recommends policies and bylaw updates to the Board of Directors for consideration and approval in collaboration with the Governance Committee.

· Develops operations policies for the organization.

Board of Directors Engagement 10%

· Establishes a strong positive collaboration with the board to implement the strategy of TSA.

· Collaborates with the executive committee and the Board President in the development of board meetings agendas.

· Meets with Committee Chairs as requested to review their plans, implementation needs and progress, and make relevant recommendations.

· Partners with the board to ensure a smooth collaboration between strategy and operations.

· Pursue training opportunities recommended by the board

7. Future Shelter 10%

· Works with the Chair of the Facilities and Capital Planning Committee to evaluate the viability of potential locations.

· Prepares and presents proposals for establishment of a year-round shelter in collaboration with capital committee for review and approval of the board.

· Presents final proposal to potential partners and follows up as needed with partners and the Board of Directors.

Qualifications

· At least two years leadership experience in the fields of affordable housing, community development, addressing homelessness, social work or related field.

· Nonprofit management experience, including managing staff.

· Experience with legislative policy development, lobbying, or grassroots advocacy.

· Understanding of Maryland housing policy and landscape (preferred, not required).

· Demonstrate commitment to fairness, community support and equal opportunity

· Self-starter attitude and ability to work independently.

· Strong interpersonal and collaborative skills.

· Experience in fundraising and grant writing.

· Valid driver’s license and car required.

· Willingness to travel statewide for stakeholder meetings and events.

· Excellent computer skills and knowledge of web-based media.

· Demonstrate excellent communications skills orally and in written form.

· Leadership skills to inspire and motivate others, influence actions and opinions of others, accepts feedback and provide constructive feedback.

· Cost consciousness to conserve organizational resources and operate within budget.

· Shows respect and sensitivity for all individuals, educates others on the primacy of treating all individuals with equity and respect, promotes a harassment-free environment, and upholds organizational values.

Education and/or Experience

Baccalaureate degree, preferred. Experience in supervision of staff, fiscal management, and administration.

Compensation

Base Salary: $65,000- $73,500 annually, with potential to earn a bonus.
Benefits: Medical, dental, 401K, and paid sick leave and vacation leave consistent with MSCF’s benefits structure
Employment Status: Full-time (40 hours per week), exempt
Location: Chestertown, on site
Evenings/weekends: occasional based on community activities and events
