The Revenue Administration Division of the Comptroller's Office is seeking an experienced leader for the Assistant Section Manager position working in the Questionable Returns Detection Team (QRDT). The Assistant section manager is responsible for training and mentoring the employees within the section, working closely with the QRDT date miners, assist in the daily operations of the team, reviewing and performing research on questionable returns, utilizing available tools and systems (e.g. SMART, GPE, Business Objects/Data Warehouse); providing assistance to victims of identity theft and tax preparers that experience a client data breach; making referrals for audits, and preparing case referrals to the Comptroller's Field Enforcement Division, Compliance Division Criminal Investigation Unit, Postal Inspector and Office of the Attorney General.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of professional work experience in auditing, accounting, tax law, senior management, or customer service. Four years of this professional work experience must have involved supervising professional revenue administrators, accountants, or auditors, or providing legal advice requiring the interpretation of tax laws in the capacity of a tax attorney, or having been in a responsible administrative or management capacity.
NOTES:
- Candidates may substitute the possession of an associates degree for two years of the required experience in auditing, accounting, tax law, general management, or customer service.
- Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for two years of auditing, accounting, general management, and customer service experience.
- Candidates may substitute 30 college credits from an accredited college or university for one year of the required experience up to two years of experience in auditing, accounting, tax law, general management, or customer service.
- Candidates may substitute graduate education in an academic field related to the required experience from an accredited college or university at the rate of one year of education for five years of the required general experience.
- Candidates may substitute the possession of a Certified Public Accountant (CPA) License for six years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in accounting and budget classification or accounting and budget specialty codes in the tax examining field of work on a year-for-year basis for the required experience.
** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. - Knowledge and experience in the review, adjudication, and adjustment of suspected fraudulent returns.
- Knowledge of state and federal tax forms, laws, rules and regulations.
- Knowledge and experience working in COM Systems, including GPE, BobJ/Data Warehouse, MeF and Service Now. Proficient working in MS Suite of Applications, including Excel, Word, and PowerPoint.
- Experience leading training (one-on-one and group settings)
