Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Director of the Olmstead Implementation Office to guide the development and implementation of Minnesota’s Olmstead Plan. Under the U.S. Supreme Court’s Olmstead decision, each state is expected to have an Olmstead Plan that allows people with disabilities to live, learn, work and enjoy life in the most integrated settings in the community. Minnesota’s Olmstead Implementation Office OIO is an interagency entity that Minnesota Housing hosts and supports administratively. The Director of OIO leads, develops, and implements Minnesota’s Olmstead Plan across the multiple state agencies that make up the Olmstead Subcabinet, which is comprised of agency Commissioners, ensuring people with disabilities thrive as they authentically live their full lives in the communities and settings of their choice with dignity and belonging and without barriers.
This is an opportunity to lead the state’s Olmstead work as the Subcabinet finalizes and starts implementing its new Olmstead Plan. The draft new plan not only builds on its traditional short-term goals but also outlines a process for identifying and carrying out the larger-scale structural changes that are needed to achieve the longer-term aspirational vision of the state’s Olmstead work.
Essential Job Duties

Provide strategic managerial leadership and coordination in the development and implementation of the Olmstead Plan and Subcabinet decisions.

Serve as the representative or ambassador of the state’s Olmstead Plan and work.

Oversee and coordinate implementation of cross-agency initiatives, collaborations of a variety of non-state government stakeholders, and important stand-alone initiatives and tasks as directed by the Olmstead Subcabinet.

Oversee and implement effective community engagement and direct involvement related to the state’s Olmstead Plan and Subcabinet.

Oversee the compliance activities of the Olmstead Implementation Office

Oversee the internal operations of the OIO, including fiscal management of the office and supervision and development of the staff.

- Applied knowledge of disability issues, the Americans with Disabilities Act and Amendments, the Olmstead decision, and the role and purpose of Olmstead Plans.

Four years of direct leadership experience working with multiple diverse stakeholders to address complex issues and inform public policy discussions about community integration for people with disabilities.
- This includes experience with issues in at least one of the following public policy areas: employment, housing, transportation, community engagement, healthcare, education, support and services for people with disabilities.

Experience leading multi-organization collaborative projects, gaining buy-in and agreement among participants.
- Experience taking ideas and concepts and effectively operationalizing and implementing them to achieve the desired outcome.

Experience effectively communicating ideas, issues and complex concepts in plain language and collaborating with diverse communities and audiences.
-
Demonstrated leadership experience as a manager, supervisor, team leader, or other formal or informal leadership role, including developing staff members and fostering a positive, innovative, and productive atmosphere.

Cultural competency and responsiveness as demonstrated by: (1) skills in communicating and interacting across cultures, (2) awareness of one’s own world view and that different world views exist, and (3) experiences working effectively with others from different backgrounds and cultures.

Direct experience navigating Minnesota’s complex system of disability services and overcoming the barriers that people with disabilities face every day.

Administrative management & strategic planning experience organizing human and fiscal resources amid changing circumstances and political contexts across 15 state agencies and entities.
- Experience in legislative process & public policy analysis sufficient to develop and/or support proposals; respond to requests; and integrate policy, program and budget changes with Plan objectives.

Advanced analysis & evaluation skills to oversee complex metrics, dashboards, quality of life research, and impact analyses informing Plan updates.
- Experience managing people with disabilities and providing reasonable accommodations.
Requires moving office items such as file folders and small office tools.
