Full Job Description

out-of-townin-townJOB SUMMARY:

Under the general administrative supervision and direction of the Town Manager, the Fire Chief shall organize and supervise all activities of the Fire Department to protect life and property including maintenance, management of fire suppression, prevention, equipment, physical facilities, and Emergency Medical Services (EMS). The Fire Chief is responsible for the management and administration of the Department; budget development and management; the continued development of the Department in terms of service delivery capacity and capability; and the supervision of the Assistant Chief, Captains, Administrative Assistant, and Firefighters. The Fire Chief shall work cooperatively with the Town Department heads and others as delegated by the Town Manager.

ESSENTIAL FUNCTIONS:

Provides supervision and training for assigned staff, including in town and out of town reserve personnel.
Develops a department budget and controls expenditures.
Establishes and maintains effective working relationships with staff, community organizations, other agencies, Town Departments and the general Public.
Makes effective verbal and written presentations.
Speaks before public groups on the plans, programs and goals of the Fire Department
Responds courteously and tactfully to a demanding and diverse public in answering questions, explaining department policies and handling complaints.
Plans, organizes and directs a progressive public fire department with several functional areas.
Organizes and directs the activities of the staff engaged in providing fire services.
Plans, directs and controls department activities, such as: recruitment of personnel; purchase of equipment; and assignment of personnel and equipment.
Conducts suitable drills or instructions in the operation and handling of equipment, emergency medical and rescue work, salvage, a study of buildings in the Town, water supplies and all matters generally considered essential to good firemanship and safety of life and property from fire.
Coordinates Fire Department activities with other Town departments.
Develops plans designed to maintain department efficiency and responsiveness.
Analyzes and resolves operational and procedural problems.
Analyzes fire service needs, as well as the availability of resources, existing programs and other related factors in developing departmental programs to meet those needs.
Develops and implements policies and procedures applicable to administrative functions and provides policy guidance.
Performs other duties as may be assigned from time to time.

REQUIREMENTS:

Residence in the Town at the time of appointment as Fire Chief shall not be required as a condition for appointment, but within six (6) months after reporting for work the Fire Chief must become a resident of the Town unless the Council approves his residence outside the Town. Fire Fighter I and II, Emergency Medical Technician or Paramedic Certifications and a current Arizona Driver’s License. Hazmat First Responder Operations and Fire Instructor I and II preferred.

MINIMUM QUALIFICATIONS:

Any combination of training, education or experience which demonstrates the potential ability to perform the duties of the position, including five (5) years of responsible work experience in senior fire services management, preferably with a municipality, including two (2) years in a management or supervisory capacity. A degree in Fire Management Services or related field is preferred.
