Job Summary:

The Division of Behavioral Health & Housing (DBHH) is looking for a highly motivated individual to join our team as an ASOC Administrator. The ASOC Administrator provides strategic leadership and oversight for the Adult System of Care Unit, ensuring compliance with federal, state, and contractual requirements while advancing AHCCCS behavioral health priorities. The role leads complex initiatives, oversees contracted health plans, drives policy and system improvements, and uses data analysis to improve performance, quality, and outcomes.

As a key DBHH leadership team member, the ASOC Administrator supervises staff, promotes continuous improvement, and collaborates with internal and external stakeholders to support an integrated, member-centered behavioral health system. Success in the role requires strong leadership, project management, analytical, and relationship-building skills, along with the ability to manage sensitive information with professionalism and discretion.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Major duties and responsibilities include, but are not limited to:

Complete critical analyses of regulatory requirements, compliance, contract and other deliverables, systemic issues, and programs within the Adult's System of Care, including implementing system changes and improvements, and monitoring changes to ensure achievement of desired outcomes, including monitoring programmatic and contract functions for the adult systems of care, including transitions from crisis services, COE/COT and justice system transition coordination.
Lead initiatives and provide technical assistance and interface with health plans and providers to increase specific treatment, training programs, and system enhancements for Adult's System of Care.
Lead policy and programmatic development efforts related to new treatment modalities, contract and policy compliance, community-based supports, and other initiatives, as appropriate.
Represent AHCCCS at meetings and in written communication with internal and external stakeholders, and participate in initiatives and projects related to Medicaid managed care, including rules teams, fraud prevention, contract development, etc.
Lead staff to achieve outlined goals and completion of quality work products. Support implementation/maintenance of AMS principles and activities within the Unit. Provide coaching, 1:1s, and actively problem solve with staff as needed.
Collect, review, and analyze data to prepare required legislative reports.

Delivery of behavioral health services and programs in Adult and Children's System of Care
Arizona Public Behavioral Health system, including AHCCCS/Administrative rules, policies, and contract requirements

Principles and practices or program planning; assessment skills; Child Family Team (CFT) and Adult Recovery Team (ART) models, and mechanisms of managed (prepaid) health care systems; preventative health practices
Project management methodology

Acute, behavioral health and long-term care management principles and operations
Systems and business management principles including administration, support and financial structures and strategic planning

Qualifications:

Minimum Qualification:

Three years managerial experience resulting in a broad-based knowledge of health care and familiarity with principles of managed care.
Bachelor's degree or Master's degree in Public Health, Social Work or Public Administration or closely related field may substitute for one year of the required experience.

Preferred Qualification:

Behavioral health license or certification and/or project management certification preferred. Preferred candidates will have experience supporting service delivery systems that address the needs of individuals with substance use disorders and promote recovery-oriented outcomes.

Pre-Employment Requirements:

Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
