Brief Job Description:
Under the direction of the Deputy Regional Director (DRD), the Budget Analyst III performs highly complex (senior-level) accounting, budget preparation, and expense reconciliation work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Coordinates regional budget processes and reporting in alignment with established Health and Human Services (HHS) policies and procedures. Monitors, reviews, and analyzes budget expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements. Conducts accounting tasks such as budget certification forms, transfers, verifying funding codes, salary analyses, and invoice payments. Assists programmatic staff with budget forecasting and budget management, training, and reporting. Participates and tracks fiscal-related agency assignments and fiscal-related special initiatives. Performs back-up role for other region’s Budget Analysts as needed and other duties as assigned (i.e., regional cashier, contractor reporting, communication, and fleet operations). Actively participates and/or serves in a supporting role to meet the agency’s obligations for continuity of operations activation during public health emergency response and recovery. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based in the Arlington regional headquarters, Monday-Friday, 8:00 am – 5:00 pm.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
BUDGETING/ACCOUNTING (45%): Develops, coordinates, and implements regional budget processes in alignment with Texas Health and Human Services (HHS) and Texas Department of State Health Services (DSHS) budgeting policies and procedures. Assess available funding and budget approval for entered requisitions, certifying/verifying funds, general ledger, and journal updates for purchases. Create and update annual funding spreadsheets. Tracks and reconciles cellular telephone invoices, hardware, and payments. Tracks payments to vendors and research vendor status. May assist with submission and tracking of capital requests. Assists in the payment, tracking and processes development for regional Tuberculosis program’s client services. Prepares, reviews, and processes budget journals and transfers related to both salary and non-salaried revisions. Identifies, researches, and resolves budget errors. Utilizes Texas HHS electronic fiscal system to run trial balances and/or accounting details. Assists the Deputy Regional Director (DRD) and Program Managers with budget forecasting and reconciliation. Prepares ad hoc programmatic budget reports as requested by leadership and program teams. Serves as back up for other Public Health Region’s budget analysts. Serves as the region’s cashier as needed; Must be able to independently travel throughout the State of Texas to complete essential job function.
REGIONAL FISCAL DUTIES (35%): Monitors, reviews and analyzes budget expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish regional programmatic requirements and goals, in collaboration with the DRD and Program Managers. Compiles financial statistics and reports related to regional program operations. Coordinates regular budget meetings with program teams. Develops and provides training for program team members regarding financial policies and procedures. Attends agency fiscal trainings, meetings and workshops and provides operational updates. In collaboration with the DRD, coordinates with contract services regarding contracts or fiscal agreements involving the region. Must be able to independently travel throughout the State of Texas to complete essential job function.
REGIONAL ADMINISTRATION SUPPORT (10%): Participates in regional assignments/duties/special initiatives as requested. Tracks and monitors fiscal assignments. Supports regional administration staff service officers in fiscal management/support of regional fiscal processes. Must be able to independently travel throughout the State of Texas to complete essential job function.
DISASTER RESPONSE/RECOVERY (5%): Actively participates and/or serves as the Regional Health and Medical Operations Center Fiscal Section Chief to meet the agency’s obligations for disaster response/recovery/Continuity of Operations activation - requires completion of at least FEMA Incident System 100, 200, 300, 400, 700 and 800 courses. May be required to work other than normal business hours or at an alternate location to respond to public health emergencies. Maintains compliance with DSHS Policy, Fleet Operations and Management & Procedures and Standards, and a current valid Texas Driver's License. Must be able to independently travel throughout the State of Texas to complete essential job function.
Knowledge, Skills, and Abilities (KSAs):
KNOWLEDGE OF: Accounting and budgetary principles, practices, and procedures and customer service principles, practices, and procedures. Budgeting and forecasting methodologies. Legislative appropriation request and annual operating budget processes. Performance measurement and reporting. State and federal laws, regulations, policies, procedures, and processes relating to accounting, procurement, contracting, and budget.
SKILL IN: Researching, analyzing, auditing, and compiling fiscal data. Developing, monitoring, and/or troubleshooting program or project budgets. Interpreting and applying fiscal and budgetary policies and procedures. Using personal computer application software such as Microsoft Office applications or similar programs. Using initiative and good judgment in problem solving. Communicating and collaborating with others to achieve common goals.
ABILITY TO: Ability to analyze and interpret fiscal management information to determine appropriate use of funds. Identify and develop budgetary reports and schedules. Analyze budget management problems and develop and present solutions. Develop, research, interpret, apply, and evaluate policies and procedures. Work accurately with numerical data. Prepare concise fiscal reports. Communicate effectively, both orally and in writing. Establish and maintain cooperative and effective work relationships. Provide fiscal training for team members. Organize and prioritize workload. Maintain confidentiality. Complete work with minimum supervision by established deadlines. Use initiative, considerable independent judgment, decision-making and act appropriately in the absence of supervisory guidance.
Registrations, Licensure Requirements, Or Certifications:
Must possess a valid Class C Texas driver’s license, or equivalent license from another state.
Initial Screening Criteria:
An associate’s degree (or higher) from an accredited college or university with major coursework in accounting, finance, business, public administration, or a public health related field. (preferred)
At least three years’ experience performing accounting functions including but not limited to developing, monitoring, and/or reconciling budgets and tracking expenditures/payments.
At least three years’ experience preparing complex financial statements and/or financial/budget reports.
Experience with government sector accounting or budgeting (preferred).
