Full Job Description

Project Manager

We are looking for a Project Manager to lead our support of the Office of Head Start (OHS) under the Administration for Children and Families (ACF). This is a senior client-facing leadership role for someone who brings deep Head Start and Early Head Start (HS/EHS) program expertise, thrives in complex federal environments, and knows how to build trust with government stakeholders while keeping a high-performing team on track.

Location: Washington, D.C. (Local applicants only)

General Duties:

Leadership and Contract Management

Lead project orientation and kick-off meetings, and manage ongoing coordination with the Contracting Officer's Representative (COR) to ensure contract execution aligns with the Statement of Work (SOW) at all times.
Develop, submit, and maintain a post-award management plan that guides contract execution throughout the full period of performance.
Serve as the primary client-facing representative, building and sustaining productive relationships with OHS leadership and federal partners through consistent, proactive communication.
Oversee quality assurance across all deliverables, ensuring all work products meet federal standards and contractual requirements prior to submission.
Leverage subject matter expertise across HS/EHS program domains, including education, health and nutrition, mental health, dental services, social services, and family and parent involvement, to provide informed, trusted advisory support to OHS division leads.

Team and Operations Management

Supervise a multi-disciplinary team comprising analysts, project specialists, and administrative staff across all contract task areas.
Provide direction, mentorship, and performance oversight to staff, maintaining accountability to project timelines and quality benchmarks.
Coordinate staff onboarding, training, and succession planning to ensure key vacancies are filled within the required 45-day window.
Monitor the project budget, identify and report variances, and ensure expenditures align with contract requirements.

Reporting and Compliance

Prepare and submit all required reports and deliverables accurately and in accordance with established timelines.
Ensure compliance with all applicable federal regulations, OHS program requirements, and Head Start Performance Standards.
Apply working knowledge of OHS data systems, including the Head Start Enterprise System (HSES), Grant Solutions, ChildPlus, and the Program Review Information System (PROMIS), to support program oversight and reporting.
Oversee grant action processing and program operations activities, ensuring all actions are completed accurately and on time.
Proactively identify programmatic and operational risks and develop mitigation strategies to address potential issues before they escalate.

Qualifications:

Education:

Master's degree in Public Administration, Business Administration, or a related field preferred; Bachelor's degree required.

Experience:

Minimum of 8 years of project management experience, including at least 3 years managing federal contracts.
Minimum of 5 years of direct experience working with Head Start and/or Early Head Start (HS/EHS) programs.
Prior experience supporting OHS, ACF, the U.S. Department of Health and Human Services (HHS), or a comparable federal program strongly preferred.
Project Management Professional (PMP) certification preferred.

Skills:

Demonstrated ability to lead complex, multi-workstream federal contracts and manage diverse project teams.
Proven subject matter expertise across HS/EHS program domains, including education, health and nutrition, mental health, dental services, social services, and family and parent involvement.
Proficiency in OHS data systems including the Head Start Enterprise System (HSES), Grant Solutions, ChildPlus, and the Program Review Information System (PROMIS).
Working knowledge of grant action processing, program operations management, and federal grant compliance requirements.
Advanced proficiency in Microsoft Office Suite; familiarity with Smartsheet or comparable project management platforms.
Strong client relationship management skills with the ability to serve as a trusted advisor across multiple OHS divisions.
Comprehensive knowledge of Head Start Performance Standards and applicable federal regulations.
